30ARD OF SELECTMEN MINUTES MONDAY; OCTOBER 22, 1990 Present: Selectman Carter., Selectman Gottlieb, Selectman Jacobson, Selectmari' Hanson and Selectman Lawrence Executive Secretary Kevin J. Harrington Guests: Anne Shaw, George Costa, Jane Labute, Diane Rommelmeyer., Jim Vaccaro, Tony Gallo, Carl Heller, 'Diedre Greelish, Doug Boyd, Elizabeth Petti, Marilyn Farren, John Ferriday, Ben Lofchie, Tom Fudala, Ernie Virgilio, Paul 'Somerville, Deputy Baker.--and Paul. Ott. The Meeting was Called to Order by Chairman Carter at 7. 00 p.m. j Acceptance of Bids for: Bonds: The motion was made by Selectman Lawrence to accept the bids of 6.9977 of Clayton Brown & Associates, Inc. for bonds in the amount of $2, 090, 000 for the Police Station Addition,` Middle School roof and Mills' . land. Selectman Hanson seconded the motion. The Board votes in a unanimous decision to accept the bids. Anne Shaw reported that .Moodys Investment Services has maintained Mashpee with an A rating. She went to Boston with Diane Rommelmeyer on Thursday to open the bids. Six firms bid for the bonds. She feels 6. 997 is a favorable rate with the Chicago based investment house. Ms. Shaw asks the Selectmen to sign for the bonds this week so she may return the bids to Boston. Old Business: Chairman Carter has talked with Lincoln DeMoura about the Town Hall facility. Dr. DeMoura has replied that the school will not seeK any use of the building for classroom space next year.. Chairman Carter would like to meet all Board Chairmen next week to get a feel of where the town is going. He would like to set a goal for the same course of direction. This meeting is to be scheduled for Monday at S: 30 p.m. He invites the Department Heads to attend the meeting. Discussion of FY 92 Budget: Kevin Harrington reviewed the FY 92 budget with the Board of Selectmen, Department Heads and interested persons present. He feels the town is in good shape with a balanced budget in review of FY 91. As of October the 19th, -there is $442, 000in free cash surplus between` now and June 30th. Current outstanding problems include two labor contracts with the Public Safety Department. There is no resolution at this point. The Falmouth High School deficit is approximately $150-180, 000. Mr. Harring- ton will be working with the School Department to .finalize and resolve this problem. Dependant upon the CLT petition, Mashpee may have an $87, 000- 1oss to absorb. The effect is not yet known. i
