� BOARD OF SELECTMEN Page 2 <br /> MINUTES <br /> MON DAY, OCTOBER 29, 1990 <br /> 7: 25 p.m. Deputy Cooper re: Drug Grant: <br /> Deputy Cooper reported that' the multi jurisdictional drug <br /> grant submitted by Mashpee, Bourne and Sandwich has been approved <br /> for a sum of $50, 000 to target street level drug enforcement. <br /> Funding has started on October the 1st. Funding will be available <br /> until September 30, 1991 with possible future funding for an additional <br /> two years: <br /> Selectman Carter commended -the department and neighboring towns <br /> to take the initiative for the grant. He encourages the department <br /> to continue with their work with possible reimbursements from the <br /> courts to benefit the town. <br /> Deptuy Cooper will return to the Board once the grant is used <br /> and report on the progress made. <br /> Selectman Jacobson has a great concern with the drug problems <br /> in Mashpee and favors the drug grant to aid in the clean-up of drugs <br /> on the streets in town. <br /> Deputy Cooper reported the operation should start in four to five <br /> weeks once the money situation is allocated between the towns involved. <br /> There is another meeting scheduled with the town accountants to <br /> res-olve this issue. <br /> Retirement of William MacDonald:' '" <br /> The Board accepts the retirement of William MacDonald from the <br /> Mashpee Police .Department effective on November 13, 1990. <br /> A position will be open within the department,but will fall into <br /> the temporary freeze until further notice from the Selectmen. <br /> Building Committee Guidelines: <br /> With capital outlay. programs forthcoming, Chairman Carter feels <br /> the Building Committee Guidelines are important to fall back on and <br /> should stop any scapegoats. <br /> Selectman Lawrence feels the guidelines are well written and <br /> needed over the years. The Building Inspector, Health .Agent and DPW. <br /> should be a part of the committee's we appoint. He questions if they <br /> would' be actual members or .exofficio members. He feels with the major <br /> capital expenditures and building projects, they should be actual <br /> members as part of the committee. <br /> Selectman Jacobson feels- this would require a great deal of time <br /> for these agents to service the committees. She suggests monthly <br /> meetings or meetings pertained to their field for attendance. <br /> Selectman Hanson agrees attendance of these members with capital <br /> outlay programs. He does not anticipate too many building committees <br /> at one time. He felt the Town Hall Building Committee was fortunate <br /> to have the Building Inspector on the Committee. The Board of Health <br /> and DPW should be available with discussion pertaining to their fields <br /> and not sit during meetings other than their phase of work. They <br /> are needed during specific- areas of their expertise, <br /> The motion was made by Selectman Lawrence to approve Policy #90-002, <br /> Building Committee Guidelines. Selectman Jacobson seconded the motion. <br /> The Board votes unanimously to approve the guidelines set by Kevin <br /> Harrington. <br />
