June 10, 2009
To: Ms Martha Hopkins and Ms Joan Marten
OTIS TRAILER VILLAGE INN.
From: Malcolm E Macdonald, Pres. Otis Trailer Village Corp Quohty Mobile Homes
Box 586 Falmouth, Moss. 02541
Subject: Findings of the Mashpee Design and Plan Review Comm. 508 .477_0444
Dear Ms Hopkins and Marten;
I am in receipt of the February 6, 09 letter and the minutes of the February 12
hearing regarding your application for a kennel license to keep multiple dogs at
your mobile home at lot #39 in our private facility.
As you have been informed we have on file your original application for rental
space in our mobile home village, in which we approved your occupancy with
permission to keep two dogs as long as you complied with our regulation#21.
The rules and regulations that govern occupancy in our facility are by law on file
with the State Attorney Generals Office..:. .
In reviewing the minutes of the meeting and the recommendations'of the
committee I want you to know that in my opinion the committee has exceeded its
authority in.granting a dog kennel license in a densely populated private mobile
home park which has regulations, to which you agreed, already in place. That
being said, it is obvious that the committee was attempting to be compassionate
and understanding of the situation. Regardless, we were presented with no less
than 14 expressions of opposition from your neighbors recommending against a
kennel located on our private grounds.
In an attempt to also be understanding, the management of OTV will conditionally
go along with the restrictions referred to in the conclusion of the report, as long as
you are fully aware that if any future reports reach us, that either our rules and
regulations or the conditions referred to by the committee are violated, you will be
told to remove all dogs from the premises or cease your tenancy at Otis Village.
Sincerely, t
Malcolm E.
