Collins, Darlene Furbush, Greg McKelvey, Don <br /> Myers, Carol A. Sherman, Mary Waygan <br /> Absent: Cathy Lewis, Don Myers <br /> Pledge of Allegiance <br /> Moment of Silence <br /> Guest Speaker <br /> Lauren Goldberg from KP Law was introduced as the guest speaker. Lauren provided a brief <br /> overview of her role and expertise in charter amendments and forms of government. <br /> The committee revisited an issue from July regarding whether amendments to the Town Charter <br /> require separate articles or can include multiple modifications in a single amendment. <br /> Town Counsel outlined two primary methods for amending the town charter: <br /> 1. Special Act <br /> 2. Chapter 43B (Home Rules Procedures Act) Special Act Method: <br /> - Majority vote at town meeting. <br /> - Enactment by the General Court. <br /> Furthermore there is no need for separate voter approval and takes immediate effect upon <br /> passage by the General Court. <br />
