3 <br /> - Cannot make changes affecting the government structure using the Committee method. <br /> Presentation of Amendments: <br /> -A single article encompassing all changes. <br /> - Multiple articles separating minor and potentially controversial amendments. <br /> -The presentation method is discretionary and should consider the likelihood of approval. <br /> Examples of minor amendments include gender-neutral language, publication requirements,and <br /> process clarifications. <br /> Major amendments include changes to the terms or selection processes of key governmental <br /> positions. <br /> The Committee's Next Steps should be to: <br /> - Finalize the list of proposed amendments. <br /> - Decide on the presentation format for town meeting(single vs. multiple articles). <br /> - Coordinate with the Attorney General's Office for legal compliance. <br /> Public Comment <br /> Jerry Blumengarten acknowledged expertise of Ed Larkin in drafting the charter. <br /> Dick Weiner expressed concerns about the clarity and authorityof the Planning and Construction <br /> Committee and requested more detailed definitions and responsibilities within the charter. <br /> Other Public Commenters: Discussed issues related to contract management, procurement <br /> policies, and the autonomy of town committees. <br /> Responses from Committee and Guest Speaker <br /> Lauren Goldberg offered to assist with refining language and addressing public concerns. <br /> Committee members acknowledged the feedback and agreed to consider detailed responsibilities <br /> and authority in future amendments. The Committee also emphasized the importance of clarity <br /> and proper delegation of responsibilities within the charter. <br /> Next Meetings <br /> Next Scheduled Meeting is September 30th <br />
