TOWN OF MASHPEE , <br /> PERSONNEL BOARD, <br /> • Minates of Meeting, March 22, 1976, 7130 p.m. <br /> PRESENT: W.S. Clendenin, R.A. Graham., R.A. Maxim, K. Parolski <br /> Robert Courtemanche, Shellfish Constable, was present to discuss the duties <br /> and responsibilities of his position and the projection of an eight year shellfish <br /> .program. He is asking for $1500 salary for his position and $300 per year salary <br /> for seven deputy wardens in an article for Annual Town Meeting. After discussion <br /> among Board members, it was unanimously agreed to recommend in a letter to the <br /> -Finance Committee the above salary figures to the extent of the seven deputies- <br /> now being requested. It was pointed out by Mr. Courtemanche that under Chapter <br /> 571, Acts of 1974, there will be a 50% reimbursement to the Town for monies expended. <br /> Fire Chief Mills was present to discuss his salary figure for 1975/76 fiscal <br /> year. In the Warrant of May, 1975 the sum of $12,980 was appropriated for his <br /> salary; however, the Chief was under the impression that the Town was obligated <br /> to pay him 1.5% above that of the highest paid fireman aftex the Firefighters' <br /> contract was signed and approved by the Town. Mr. Clendenin said that this ratio <br /> was never approved by Town vote; therefore there is, no obligation to pay him <br /> accordingly. This is, also the opinion of'TOwnYCoiinsel. The `salary figure of <br /> $13,627.98 '($12,980,p1us 5% cost'of living'` inerease) is the ainount he should be <br /> receiving, It was suggested that Chief Mills take this matter up with the Board <br /> of Selectmen and inform the Personnel, Board of any decision. <br /> There was discussion- of the articles being subiitted by Chief Mills for a <br /> . clerk/dispatcher and two additional full-time firefighters. Chief Mills was <br /> informed that the Board will. take these considerations under advisement. During <br /> later discussion among Board members it' was-e.greed "not to recommend the hiring <br /> of two full-time firefighters, and it was tentatively agreed to recommend the hiring <br /> of a clerk/dispatcher on a 20 hour per week basis, the final decision to be made at <br /> a later date. <br /> Jerry DePalma was present to discuss his salary figure for 1976/77. He informed <br /> the Board that $10,000 was being considered by the Selectmen for his position, after <br /> his request for $10,200. Mr. DePalma was told that this would be taken under advise- <br /> ment. The Board later discussed this matter at length, and it was generally agreed <br /> to consider Grade 14, Step 4, or $9,526.40. <br /> Town Treasurer will be informed that based on an approved Performance Evaluation <br /> Report, Earl Smith is entitled to his merit raise to Grade 8, Step T effective 4/l/76. <br /> The meeting with the Mashpee Police Association set for March 23, 1976 has <br /> been postponed until the Personnel Board has their counter-proposal prepared'. Mr. <br /> Clendenin will. meet with Attorney Kowa1 in Boston on V*A&g , March. 29, 1976 to discuss <br /> this. <br /> Mr. Clendenin thanked the Board for unanimously recommending to the Selectmen his <br /> re-appointment, but will be submitting his resignation effective May 14, 1976. The <br /> Board unanimously agreed to recommend that Frank- Leonardi be appointed to the Board <br /> on May 14, 1976 and that he be able to assist in the interim period. Mr. Maxim <br /> . also noted that his resignation will be submitted with the date of May 14, 1976. <br /> Mr. Maxim is considering recommendation of a oandidate for the Board, but will <br /> inform the Board of his deoision as soon as possible. <br /> Respectfully submitted, <br /> Jsa <br />
