TOWN OF MASHPEE <br /> PERSONNEL BOARD <br /> . Minutes of Meeting, February 11, 1976, 7:30 p.m. <br /> PRESENT: W.S. Clendenin, C.A. Brown, R.A. Graham, K. Parolski <br /> The meeting was held in Mr. Grahamm's office at Sequoia Insurance Company. <br /> Mr. Clendenin reviewed subjects which had been discussed with the Board <br /> of Selectmen this afternoon: <br /> a) Selectmen agreed that the amended 1973 SAP is in effect and that <br /> the confusion oter this was caused by the Personnel Board's having <br /> quoted the erroneous booklet .form of the SAP in a letter sent to <br /> the Selectmen. J <br /> -Ta-:.cm <br /> b) According to Town Counsel, i5oal--Roar d. can accent or <br /> rej*ct percentage figures under new law-when establishing the salary <br /> figures for Eire Chief and Police Chief. <br /> c) . There was a discussion of the polki,ce -contraet which is in negotiation, <br /> and the Selectmen were informed of the tentative schedule. Selectmen <br /> said the Personnel.- Board could use Attorney Kowal for their negotiations. <br /> A copy of the proposed contract by the Police Association will' be sent <br /> to the Selectmen. <br /> d) Regarding the employees group requests, Personnel Board would try to <br /> get to this matter as soon as possible. Before amending salary figures <br /> • Mr. Clendenin said he wanted a list from the newly formed Cape Finance <br /> committees group as to comparable salary figures for other towns. <br /> e) Concgrninr the Town Counsel's failure to respond to Personnel Board's <br /> written questions, Mr. Clendenin -was assured that this will be forthcoming. <br /> As to Mr. Parolski's eligibility to sit on Personnel Board's negotiations <br /> with col.ice, Selectmen felt that there is no co-4flic:t of interest. <br /> f) Mr. Clendenin told Selectmen of Personnel Hoard's desire to maintain <br /> integrity of grades and. steps under the SAP. The Selectmen will be <br /> requesting by letter more salary for Joan Thomas , and a re-classification <br /> of Mrs. Fitzgerald's position from clerk typist to secretary. <br /> g) Selectmen want the Personnel Poard to work with the Tribal Council <br /> and the Board:.of Governors of the Indian Museum in choosing a .new <br /> director/curator for the Museum. <br /> h) Frank E. Hicks was appai.nted .new Executive Secretary for the Town <br /> of Mashpee effectisre March 1, 1976. <br /> i) Selectmen felt that Mrs. Studley should be writing the' job description <br /> ,for full-time Conservation Officer. The Selectmen are in favor of such <br /> a position. <br /> j) An opinion from Town Counsel concerning the George Costa situation was <br /> received by Mr. Clendenin. Personnel Board will write to the Selectmen <br /> • stating that under Article #16 of the polyice contract (Section 3-B) , Mr. <br /> Costa is to receive compensation only to a maximum of his net pay. It <br /> will be suggested that a determination be made as to how much the insurance <br /> . . . . . . .continued <br />
