Minutes of Personnel Board <br /> October 25, 1982 Page 9 <br /> Meeting with the Selectmen and the Executive Secretary, cont. <br /> • <br /> Bob asked if any department head had the authority to fire an employee with reference <br /> being made to an employee being fired at the Highway Department by the Acting Street <br /> Superintendent: <br /> Sel. Thomas said that where they are under contract, the Board of Selectmen should do <br /> the firing. <br /> Curtis asked if they should contact Atty. Gilman and have him determine who has the <br /> authority to fire? <br /> The Executive Secretary said that department heads should be indoctrinated on the terms <br /> of what is in the contract. He said that if a raise had been approved for the employee <br /> at the Highway Department, there could have been problems. As it is, he will probably <br /> collect unemployment as there were no letters to the employee disciplining him. The <br /> town would, of course, appeal it. <br /> Caroline asked about his position as Special Police Officer. <br /> Sel. Garland said that he was hired to work at one special place and that was "On The <br /> Rocks". <br /> Curtis requested the answer by next week on who has the authority to fire an employee. <br /> Bob- said that department heads should know- where they stand regarding who has the right <br /> Sto fire. <br /> Sel. Garland said that another issue he wanted to discuss was if the Personnel Board <br /> doestany follow up beyond the applications after interviewing candidates for a position <br /> prior to making their final decision:` He then asked the Board how they made their recom- <br /> mendations? <br /> Bob'-said that he picked candidates 'based on .their education and strong background. <br /> Sel. Thomas asked if the Personnel Board would assume the responsibility of screening <br /> the candidates and commented that an important aspect to look for. would.be the health. <br /> Sel. Garland advised checking on references, where they were employed and would they be <br /> hired again. <br /> Bob also suggested sending them to a psychiatrist as well as doing the reference check. <br /> Request for Temporary Help. <br /> The Board voted to approve a request for temporary clerical help for the Highway Depart- <br /> ment while their secretary is on vacation during the week of November 8 through the 12th. <br /> with the exception of the holiday as well as on November 4 to brief her on her duties. <br /> 4 Amelia Mosley was recommended for the temporary position and she will be paid at the rate <br /> of $3.90 per hour. The approval was based on funds in the budget. <br />
