Minutes of Personnel Board <br /> October 25, 1982 Page 7 <br /> • Meeting with the Selectmen and the Executive Secretary, cont. <br /> Sel. Thomas said that she felt the Personnel Board would have the right to take <br /> problems to the Attorney. <br /> Curtis commented that the plan- is not dated and how the Board is working under one <br /> plan and that there is another proposed plan. He mentioned that the language is <br /> different -- in one plan we are the Board and in the other plan, the Board is the <br /> Board of Selectmen. <br /> The Executive Secretary commented that one is just a draft. <br /> Sel. Garland said with regard -to P.A.P., the Personnel Board should have the right to <br /> go directly to Atty. Gilman without going to the Selectmen's office. <br /> Manuel said that the Personnel Board should have a limit as to how many hours or dollars <br /> they are allowed to have so that they do not overdo it.. <br /> The Executive Secretary said that all bills would go through him anyways. Discussion was <br /> made on the attornies working for the town and their fees; such as: Town Counsel working <br /> on a $2,000 retainer and Michael Gilman who handles labor negotiations. <br /> Sel. Garland referred back to the draft of the P.A.P: and asked if the Personnel Board <br /> reviewed it and made changes? . <br /> Bob replied that theBoard will. continue to review it next week as it is on the agenda. <br /> Sel. Garland told the Board that they could forward it to Atty. Gilman when completed. <br /> Manuel asked why not to the Selectmen? <br /> The Executive Secretary suggested that they put down their comments and feelings and <br /> send them to Atty. Gilman and schedule a meeting with both the Selectmen and Atty. Gilman <br /> as well as the Town Accountant. <br /> Manuel asked how the Town Accountant related? <br /> The Executive Secretary explained that when something is approved by the Personnel Board <br /> within the P.A.P., the Town Accountant may hold off authorizing payments if it is not <br /> clear. <br /> Manuel said that the more people present they may run out of time referring to the cost <br /> of the attorney. <br /> Sel. Thomas asked the Board how they were doing on the comparison of Department Heads; <br /> such as the Town Accountant? <br /> Manuel said that he was doing some research with the Boston Public Library. <br /> Dave mentioned a report put out by Yarmouth comparing all salaries on Cape towns. <br /> • Sel. Thomas mentioned that she particularly felt that the Street, S.uperintenden s salary <br /> Was low and other low salaries were the Treasurer's and the Executive Secretary's. <br /> Curtis asked about the Building Inspector's salary as he felt that he was the most under- <br /> paid department head in the town. <br /> i <br />
