Personnel Board Meeting <br /> August 23, 1982 Page 3 <br /> • Discussion was made on the candidates who were interviewed for the Fire Chief's <br /> position with Selectwoman Thomas making reference to the candidate who was hired <br /> not having EMT training. <br /> Selectman Garland stated that he did have the EMT training but was not certified <br /> and there was a difference. <br /> Bob commented that EMT training was something that the Board considered making <br /> reference to a candidate from Worcester who did not have the EMT, but was told that <br /> he would need it and schooling would be necessary. <br /> Curtis stated that he recommended candidates only with EMT--A training. -At this <br /> point, Curtis asked about, the separate contract between the town and the Fire Chief., <br /> Selectwoman Thomas stated that the contract has not been ratified to date. <br /> Joe Murphy explained that when the contract is executed, copies will be sent to the <br /> Personnel Board as well as the Town Accountant and the Town Clerk. He explained that <br /> copies of any contract would go to any relevant body. <br /> Caroline asked what the advantage was in having a contract with the Fire Chief? <br /> Selectwoman Thomas explained that many towns were going the contract route and that <br /> she feels contracts write out specific things requiring an individual and the town to <br /> do specific things. <br /> • Joe Murphy made reference to the situation with the former Town Accountant and how <br /> the Board of Selectmen found difficulty in removing that person. He explained that <br /> with an employment contract, an agreement can allow for removal process, could pro- <br /> vide a means to review a person's progress every six months, a review of the job per- <br /> formance could be .done yearly and goals could be defined. <br /> Caroline asked how many contracts of that nature they were planning to execute? <br /> The Executive Secretary replied- that it depends upon the Board of Selectmen as the. <br /> Board of Selectmen change and that is something tiiat only the majority of the Board <br /> can establish. <br /> At this point, Sel-ectwoman Thomas asked the Board how they were doing. on' the review <br /> of the P.A.P. plan making reference to Department "Head salaries and the comparison <br /> being done with other .towns. <br /> Bob replied that Caroline went to the Town of Barnstable to see how they operate and <br /> that Bourne is doing a study similarto what Mashpee is doing; therefore, the Board <br /> requested a copy of their report. ' <br /> Selectwoman Thomas made reference to clerical performances changing and requests being <br /> made to change titles of jobs referring to the Assistant Treasurer's position.. <br /> Selectman Garland explained that Barbara Hammond is not asking for a raise because the <br /> job is red-lined under the contract and that her suggestion is that the job descrip- <br /> tion be changed hoping that the employee would get more money. <br /> i <br /> Joe Murphy referred to"a management consultant firm which would be looking into the <br /> jobs in the clerical contracts: <br />
