PERSONNEL BOARD MEETING
MASHPEE TOWN HALL
• JULY 19, 1982
The following members of the Personnel Board were present for tonight's meeting:
Robert Sullivan, Chairman, Caroline Gilligan and Curtis Woodbury.
Chairman Sullivan called the meeting to order promptly at 6:30 p.m.
Resignation of Clerk Dispatcher
A letter of resignation dated July 15, 1982, was received from Donna (Welling)
Harrison, Night Clerk Dispatcher at the Police Department, effective as of July 28.
Mrs. Harrison is requesting in her letter that she be paid in full for any compensatory
time that is due her. The Personnel Board's records show that Mrs. Harrison has accum-
ulated 83 hours of compensatory time since her date of employment with the town in January,
1982, through June, 1982. Fifty-six hours have been taken to date by way of time off.
Since the Clerical Union Contract states that compensatory time is limited to ten days
per twelve-month period except upon the express written approval of the Personnel Board
and no approval was given by the Board for this employee to work more than ten days, it
was the recommendation of the Personnel Board to compensate Mrs. Harrison for fourteen
hours bringing her total compensatory-time up.to.70 .hrs. The Board voted not to recom-
mend payment for any excess beyond the. 70 hours.
Bob Sullivan said that he felt that an employee should be given time to eat at the
Police Station during the supper hour on the 11 p.m. to 7 a.m. shift. They, then,
. could be on-call if an emergency should arise. If such a situation did occur, then the
employee would be available and then should be given compensation for their time worked.
Resignation of Personnel Board Member_
The, Personnel Board read the letter of resignation from Mr. MacDonald. Bob stated that
he, wondered 'how Mr. MacDonald could judge the Personnel Board in just two meetings.
Curtis recommended that the letter be filed. The secretary was asked to get a copy of
the Board of Selectmen's minutes upon which they accepted the resignation.
Vacation Denial
The Board was brought up-to-date on a denial of a' vacation request by Firefighter Chase.
A note from the Executive Secretary was read into the minutes which stated that Chief
Mills was in to see him and suggested that the. Personnel Board send a memo out letting
people know about the Personnel Board's actions on vacation requests. Bob Sullivan
asked the secretary to follow through with a memo.
Recommendation of Fire Chief
The secretary informed the Personnel Board that a contract between the town and
Mr. Jones, a candidate for the position of Fire Chief, is currently being drawn up.
Interviews of Superintendent of Streets
The following candidates were interviewed by the Personnel Board for the position of
Superintendent of Streets: David Makkers, Kenneth Ashton, Stephen Olson and Richard
Gull.
