PERSONNEL BOARD MINUTES <br /> • MEETING OF DUNE 28, 1982 <br /> MASHPEE TOWN HALL <br /> The following members of the Board were present for the meeting: Caroline Gilligan, <br /> Curtis Woodbury and Dick McDonald (arriving late). <br /> Selectwoman Thomas and the Executive Secretary were also present at the meeting. <br /> Acting Chairperson Gilligan called the meeting to order at 6:45 p.m. <br /> Attendance of Board Meetings <br /> Curtis asked the Executive Secretary and Selectwoman 'Thomas where the Board stood if a <br /> member were missing several meetings? Selectwoman Thomas said that if an individual <br /> were not attending and participating in meetings that the Board of Selectmen, the ap- <br /> pointing authority, should be notified with a letter from the Board. <br /> Discussion was also made on whether a person appointed on the Board would have to be a <br /> registered voter. The general consensus was that the person would have to at least live <br /> in the town or own property in the town. <br /> The secretary was asked by .Curtis to schedule discussion on attendance of meetings at <br /> the next Personnel Board meeting: <br /> Services Subscribed To By The- Town <br /> • The Executive Secretary and Selectwoman Thomas met with the Personnel Board to advise <br /> them of services subscribed to by the town such as the Automated Labor Relations Service <br /> (ALRIS) sponsored by Mass. Municipal Assosiation. He explained that ALRIS is an agency <br /> for which towns could purchase their services in order to get a handle on personnel labor <br /> relationships. Its primary purpose is that information is available on wages or benefits <br /> for various categories of employees throughout the State. He also explained that ALRIS <br /> has hired experienced employees% who have gone through labor contracts and who could ana- <br /> lyze data and then put information through a computer: Joe suggested that the Personnel <br /> Board do a comparable study of salaries with other towns on the Cape similar to Mashpee <br /> in order to help them in their review of salary levels paid to department heads, etc. <br /> He also mentioned that Civil .Service publishes a book which lists job descriptions. Curtis <br /> asked how often would the information have to be updated once you have' the job descrip- <br /> tions and comparable salaries completed? Selectwoman Thomas stated that she felt it was <br /> an on-going thing. The Executive Secretary stated that it should be done every two to <br /> three years in his opinion. <br /> Another service that the town.has joined i.s, the International Personnel Management As- <br /> sociation which was briefly discussed. <br /> At this point in the meeting, Mr. McDonald arrived. He was brought up to date on what <br /> was discussed. Selectwoman Thomas asked him if he had any intention of moving from the <br /> town. Mr. McDonald asked who indicated that he were. leaving Mashpee. Caroline .stated <br /> that she had. Discussion was made on the subject. Curtis requested that the Acting <br /> Chairperson bring the meeting. back. to order. <br /> • Fire Chief Testing <br /> The Executive Secretary informed the Board that the testing will be conducted on the <br /> two finalists for the Fire Chief position and that background checks were being per- <br /> formed and that interviews have been scheduled for July 6 with the Board of .Selectmen. <br />
