t <br /> MINUTES OF THE MASHPEE PERSONNEL BOARD MEETING <br /> MASHPEE TOWN HALL <br /> JANUARY 25, 1982 <br /> The meeting was called to order shortly after 7:00 P.M. on Monday, January 25, 1982. <br /> Personnel Board members present: James F. Rich, Chairman, Caroline Gilligan and Bob <br /> Sullivan <br /> The minutes of January 11, 1982 were reviewed and accepted. <br /> A memorandum dated January 12, 1982, was received from Wendy Rubin, Director of Parks <br /> and Recreation. It was read into the record. Wendy is recommending that the rate of <br /> $3.70 be set for an Indoor Lifeguard. Unanimous approval was given by the Personnel <br /> Board that the rate for Indoor Lifeguard be set at $3.70 per hour. Paul LeBlanc was <br /> hired for the position. <br /> The question was also raised by Wendy Rubin as to whether or not summer lifeguards re- <br /> quire a town physical. The Board felt that a form should be drawn up releasing the <br /> town of all liabilities. Discussion was made on the fact the lifeguard should, perhaps <br /> have a medical form filled out from their own physician. <br /> The Executive Secretary stopped in for a few minutes as the Board was inquiring as to <br /> who was working in the Town Accountant's office since they had not been consulted on <br /> the hiring of any personnel to work in that office. The Executive Secretary informed <br /> the Board that the Selectmen engaged the services of a Certified Public Accountant, <br /> Judy Fitzgerald. <br /> • A memorandum was received from Chief Frye dated January 12, 1982, recommending that <br /> Patrolman MacDonald and Patrolman Kenneth Heim receive an increase in their salaries <br /> based on prior service before being hired in the Town of Mashpee. The Board felt that <br /> both patrolmen were doing an outstanding job and unanimously voted to grant Patrolman <br /> MacDonald an annual salary of $16,460.17 effective January 24, 1982, as he had more <br /> than five years of service. Also, the Board unanimously voted to grant Patrolman Heim <br /> the second step annual salary of $14, 313.19 effective as of January 24, 1982. <br /> Another memorandum was received from Chief Frye inquiring as to whether or not Patrol- <br /> man William MacDonald is entitled to receive Longevity. The.-Board-.denied the request <br /> to grant Longevity for Patrolman MacDonald as he has not worked for the Town of Mashpee <br /> for five years. They feel Longevity is a benefit for working for the Town and gives an <br /> employee incentive to stay with Mashpee. <br /> Jim Rich stepped out of the meeting shortly after 7:30 P.M. to meet with the Finance <br /> Committee to discuss the Personnel Board's budget for fiscal year 1983. The Personnel <br /> Board presented the Finance Committee with a recommendation of $8,533 for the Wage <br /> Account, based on 6% of last year's appropriation. The figure of $4,350 was recommended <br /> to the Finance Committee for the Personnel Board's Expense Account. <br /> The Board was reminded that Articles for the Annual Town Meeting are due on Monday, <br /> February 1, 1982. The Secretary was requested to draft an Article to amend the P.A.P. <br /> Also, the Board was reminded that the Town Report is due on February 8, 1982. The <br /> Secretary informed the Board that she was working on it and would have it ready for <br /> their approval at their next meeting. <br /> The job description for the Administrative Secretary position was received, from Chief <br /> Gould. It was noted that shorthand skills were not included on the job description <br /> and the Secretary was requested by the Board to write to Chief Gould to ask him if this <br /> was an oversight. <br />
