-2= <br /> Mintues of October 17 , 1988 <br /> Personnel Board <br /> Letter from Attorney Reardon_ <br /> The Personnel Board reviewed a copy of a letter dated October 7 from <br /> Attorney Reardon to Deputy Chief Cooper relative to the employment of <br /> police candidates . The letter was sent .because of a request by Deputy <br /> Chief Cooper for an opinion as to whether or not authority for the <br /> selection of police employment candidates is vested in the Board of <br /> Selectmen or the Personnel Board and if the Personnel Board is respon- <br /> sible for promulgating personnel regulations for police department ap- <br /> pointments . <br /> Town Counsel strongly recommended that the Police Department , Personnel <br /> Board and Board of Selectmen have a joint meeting for the express purpose <br /> of arriving at .a. written - set of .regulations to be following in the process <br /> of selecting police officers to fill vacancies in the Police Dept . ' He <br /> recommended that the Personnel Board be utilized for the purpose ' of dis- <br /> seminating and receiving applications ,' publicizing job openings and inviting <br /> applications , conducting written exams , and grading written exams . He also <br /> recommended that the Personnel Board and the Police Department reach an ac- <br /> cord with reference to any oral interviews , background research on candid- <br /> ates ,. and the method to be used in -recommending to the Board of Selectmen <br /> the candidates deemed to be eligible for appointment . <br /> (Note : Later this evening , in a meeting with the Board of Selectmen , <br /> Chairman Sullivan , Marilyn Farren , Selectman Carter and members of the <br /> Police Department were designated to meet on the above recommendations of <br /> Town Counsel ) <br /> Personnel Board Liaisons <br /> Chairman Sullivan asked the Board to approve Board members being assigned <br /> as liaisons to departments throughout the town . All were in agreement . <br /> Resignation of Elizabeth Riley <br /> The Board discussed the fact that the Board of Selectmen would be meeting <br /> tonight relative to the letter of resignation of Elizabeth Riley effective <br /> September 5 from her position of public safety dispatcher . <br /> The personnel assistant advised Board that she was asked to do research as <br /> to the turnover of dispatchers . This turnover would also be an item of <br /> discussion tonight on the selectmen ' s agenda' P <br /> Y <br /> Resignation of Temporary Sr'. Clerk <br /> The Board reviewed a letter of resignation from Gail Scorgie , temporary <br /> senior clerk in the Accounting Office _ Mrs . Scorgie accepted a full-time <br /> accounting position at the school department . <br /> Request to Fill Temporary Accounting Position <br /> The Board reviewed a request from the Town Accountant .to fill the temporary <br /> accounting position on a full-time basis . Ben Lofchie asked the assistant <br /> to check to see if they have sufficient funds to pay a clerk for 35 hours <br /> which would include benefits and if this would have to be approved by the <br /> town before we can change the position from a temporary clerk to almost a <br /> full time position . Leo. Turo seconded .
