MASHPEE PERSONNEL BOARD TOWN OF MASHPEE NOVEMBER 19 , 1990 The following Board members were present : Acting Chairman Jane Stockbridge , C . Ben Lofchie and Leo Turo . Acting Chairman Stockbridge convened the meeting at 6 : 05 p .m . Personnel Minutes - Oct . 15 Ben Lofchie moved to accept the Personnel Board Minutes of Oct . 15 . Leo Turo seconded . All in favor . Reorganization of Assessor ' s Dept . Ben Lofchie advised the Board members that due to the retirement of Pat Hicks , the Assessors decided to do their own Assessing ; therefore , they must reorganizeand restructure the office . Some of Pat ' s work was given to Lynn Traudt , who will take care of the deeds ; Marge Carmichael will handle the boats and Mary Anne Demas has something else . In the Annual Town Meeting , they will create a new position entitled "Lister " , who will - be assigned outside in the field relisting homes-- old , new and otherwise and when it comes to the Assessors , they will have three people to look at the properties . Ben said that this will be a better way than replacing the Office Manager position : He said that right now where the position has not been okayed by the Town , ` they can hire someone Ion a contract basis between now and July _ He said that they need someone and cannot be without as the bills will be going out in April or May . Ben commented that he spoke with Kevin Harrington and he suggested that it be brought to the Personnel Department . Ben said that this is a different type of contract -- a short term contract (rather than a special service contract , which the Board has been opposed to in the past ) . Leo Turo commented that the firm hired had not done too good . Ben said that it was a high year and they want to re-assess now instead of wait- ing three years . He commented that there are certain areas ( New Seabury , Popponesset ) that have higher properties than what is on Sandwich Road . Leo Turo commented that the organization of the Assessing Department is necessary and that a lister is a very good thing . Jane Stockbridge asked if he currently had a vacant position? Ben re-- plidd "yes " and that they were looking to pay $18 , 000 annually for 37� hours weekly : The . Personnel Assistant looked at the P .A .P . , Appendix B , with the possibility of hiring a temporary employee . However , the Board members felt that the contract has an ending date . Both Jane and Leo were in agreement to go with a contract .
