r PERSONNEL BOARD MINUTES ,OF. APRIL 2 , 1 990 MASHPEE TOWN HALL The following members of +the Personnel Board were present :. Chairman Robert W . Sullivan , Maneiel Glickman, C . Ben - Lofchie , Leo Turo and Jane .Stockbridge _ Chairman Sullivan convened the meeting at 6 : 00 p .m : Personnel Board Minutes of March 12 and March 5 Ben Lofchie discussed the fact that only two Board members were present at the March 12th meeting and the Board members voted to make recommenda- tions to the Board of Selectmen. on two issues relative the creation of new positions -- .Data Processing Coordinator and Waterway Administrator . Chairman Sullivan pointed out that the Board has discussed the position of Data Processing Coordinator at a previous meeting with Kevin Harrington w:i't.h, a quorum present : . The Board thought that Kevin was going to get back to them with more information regarding the hourly rate they are currently paying the Consultant : Chairman Sullivan said that the next thing they knew was that Kevin wanted the Board ' s opinion for both positions which`,. were being discussed at a Selectmen ' s meeting . Ben commented that he does not feel it should be a ligitimate meeting be- cause only two members were present . Bob said that sometimes you have to move things with only two people if other Board members are away . He told Ben that they not anti the positions but were recommending the Data Proces- sing position be created .without the funding and that the concern on the Waterway Administrator position was the qualifications . Manny Glickman asked if the Board has a right if there are only two people r at a meeting and one contacts-another member by telephone for their opinion _ The Personnel Assistant said that in her past experiences on several Boards , this can be done if the Board takes a formal vote on the issues that were discussed by telephone at their next meeting with a quorum pres- ent . Manny Glickman moved to accept the minutes of March 12 . Jane Stockbridge seconded the motion . Four in favor with Ben Lofchie abstaining . Ben Lofchie moved. to accept the minutes of March 5 .' Manny •Glickman seconded , All in favor . P .A . P . Changes Chairman Sullivan advised the Board that he and the Personnel Assistant met with the Board of Selectmen relative to the changes in the Personnel Admin- istration Plan . The Selectmen voted to make the changes in the Plan effec- tive on March '20 by recommendation of the Executive Secretary , The Person- nel Board had recommended July 1 be the effective date to stay consistent with how things have been done in the past ; however , Chairman Sullivan agreed' with making the changes effective immediately since there was no money that needed to be appropriated . With the new changes , three .issues have come to the Board to be addressed : Group Health Insurance .for Special Police Officers , Additional Hours for Personnel Who Work Less than 15 Hrs . and Carry-Over of vacation .
