r <br /> PERSONNEL BOARD <br /> MINUTES ,OF. APRIL 2 , 1 990 <br /> MASHPEE TOWN HALL <br /> The following members of +the Personnel Board were present :. Chairman <br /> Robert W . Sullivan , Maneiel Glickman, C . Ben - Lofchie , Leo Turo and <br /> Jane .Stockbridge _ <br /> Chairman Sullivan convened the meeting at 6 : 00 p .m : <br /> Personnel Board Minutes of March 12 and March 5 <br /> Ben Lofchie discussed the fact that only two Board members were present <br /> at the March 12th meeting and the Board members voted to make recommenda- <br /> tions to the Board of Selectmen. on two issues relative the creation of <br /> new positions -- .Data Processing Coordinator and Waterway Administrator . <br /> Chairman Sullivan pointed out that the Board has discussed the position <br /> of Data Processing Coordinator at a previous meeting with Kevin Harrington <br /> w:i't.h, a quorum present : . The Board thought that Kevin was going to get back <br /> to them with more information regarding the hourly rate they are currently <br /> paying the Consultant : Chairman Sullivan said that the next thing they <br /> knew was that Kevin wanted the Board ' s opinion for both positions which`,. <br /> were being discussed at a Selectmen ' s meeting . <br /> Ben commented that he does not feel it should be a ligitimate meeting be- <br /> cause only two members were present . Bob said that sometimes you have to <br /> move things with only two people if other Board members are away . He told <br /> Ben that they not anti the positions but were recommending the Data Proces- <br /> sing position be created .without the funding and that the concern on the <br /> Waterway Administrator position was the qualifications . <br /> Manny Glickman asked if the Board has a right if there are only two people <br /> r at a meeting and one contacts-another member by telephone for their opinion _ <br /> The Personnel Assistant said that in her past experiences on several <br /> Boards , this can be done if the Board takes a formal vote on the issues <br /> that were discussed by telephone at their next meeting with a quorum pres- <br /> ent . <br /> Manny Glickman moved to accept the minutes of March 12 . Jane Stockbridge <br /> seconded the motion . Four in favor with Ben Lofchie abstaining . <br /> Ben Lofchie moved. to accept the minutes of March 5 .' Manny •Glickman <br /> seconded , All in favor . <br /> P .A . P . Changes <br /> Chairman Sullivan advised the Board that he and the Personnel Assistant met <br /> with the Board of Selectmen relative to the changes in the Personnel Admin- <br /> istration Plan . The Selectmen voted to make the changes in the Plan effec- <br /> tive on March '20 by recommendation of the Executive Secretary , The Person- <br /> nel Board had recommended July 1 be the effective date to stay consistent <br /> with how things have been done in the past ; however , Chairman Sullivan <br /> agreed' with making the changes effective immediately since there was no <br /> money that needed to be appropriated . <br /> With the new changes , three .issues have come to the Board to be addressed : <br /> Group Health Insurance .for Special Police Officers , Additional Hours for <br /> Personnel Who Work Less than 15 Hrs . and Carry-Over of vacation . <br />
