PERSONNEL BOARD MINUTES
MEETING OF NOVEMBER 4, 1991 PAGE 2
years of service . After some discussion, the Board decided not to
recommend that Part-time employees receive pro-rated Longevity.
Other changes to the Longevity clause will include adding he word
g Y t w r
g g
"annually" after each of the pay increment sections ( as has been the
policy of the Town ) .
Another concern in Amy Mosley ' s memo to the Board was that she felt
Temporary Secretaries make more money per hour than employees that have
worked for the Town for several years . When asked to clarify this, Amy
told the Board that a Temporary Secretary classified under the Appendix B
section of the P.A . P . was paid more of an hourly rate than an Administra-
tive Clerk under Appendix A . Upon review, Rita Sousa indicated to Amy
that a Temporary Secretary position was comparable to an Administrative
Secretary on a Grade 8, which pays more of an hourly rate .
Amy asked the Board about the reclassification study . Chairman Sullivan
advised Amy that Jane Stockbridge ' s recommendations were sent to Kevin
Harrington in July . With regard to the job descriptions, Jane Stockbridge
motioned that they be sent to each department head and employee to review.
Ben Lofchie seconded . All in favor. Jane explained that she took the
information on the questionnaire and formatted it into a position
description. She said that the idea is to see what has been done and to
make sure it covers everything . Jane said her recommendations included
not only job classification, but changes in the salary schedule . Jane
said that the Executive Secretary finally wrote a letter in October to
which she responded . She said that she expected some questions .
One of Paul Somerville ' s concerns was that the Board told him that the
position was full-time at the time he was hired . At budget time, the
position was not funded even though it is a forty-hour position. Ben
Lofchie commented that this required discussion as a separate issue .
Another issue discussed by Amy Mosley were that she felt the evaluation
form needed revision because of the points ranging from low to high with
the lowest number being excellent . The Personnel Assistant advised Amy
that there is a new evaluation process . After considerable discussion,
Rita Sousa advised Amy to discuss the evaluation with her department head,
Jane Labute .
OTHER REVISIONS OF P.A.
