million, without increasing taxes. (Tom is trying to get his power point on the subject). Political
decision to sewer the entire town(why one part vs. another). They think they can do it through
the tax base without much betterments.
Tom thinks Mashpee has to think carefully about paying for sewering fairly. Many people
cannot afford a-betterment; the health of the Bays benefit everyone. Spreading over the whole
tax base seems like fairer way to go.
Summerwood condos-have a failed septic system. DEP is allowing them to hold off on
replacing until the facilities plan is complete; find out where they fit in the plan.
Tom said he spoke to Nate Weeks about Geo Flow and he is concerned bout freezing, Don said
id was developed and tested in Minnesota! Tom told him to include it in our plan.
Tom would also like to take a serious look at vacuum sewers.
Matt is concerned, would like to see a track record.
Sewer Commission Budget
Tom has developed a budget to be submitted: $120 for dues and$100 for travel re-imbursement
for members.
Capital Improvement Budget: Tom has been patting a"place holder"in for a few years for:
-discharge pipe to New'Seabury $8.8 million
-taking over private plants and on site management: cost unknown.
Tom has reserved a room for the third Tuesday of every month for 2007.
Earth Tech has submitted a proposal.to upgrade the high school treatment plan. Town asked for
technical and cost proposals separate. Will review merits of technical before opening the cost.
Don visited the high school plant. He found covers for the D-boxes in the fenced in area with no
evidence of water stains. They moved all the rubbish out of that area. The surface area is very
compacted, reason it is retaining water.
Meeting adjourned at 8:55 p.m.
Next scheduled meeting Dec. 19, 2006
Minutes submitted by Arden R. Cadrin
