Can mix it between <br /> sub watersheds as long as the total is removed. <br /> Pio said the interest rate used must be agreed upon and be consistent with Stearns and Wheler. <br /> Tom asked how the town could convince homeowners to install individual systems? <br /> Pio said it is an interesting question. There is an equity issue. Everyone is contributing to the nitrogen <br /> load.
