Mashpee Board of Sewer Commissioners <br /> Meeting Minutes <br /> November 17,2009 <br /> Mashpee Town Hall, Selectmen's Meeting Room <br /> Present: Chairman Tom Fudala, Vice-Chairman Don Desmarais, Clerk Matt Berelli <br /> CALL TO ORDER <br /> The meeting was called to order with a quorum by Chairman Tom Fudala at 7:00 p.m. <br /> APPROVAL OF MEETING MINUTES <br /> Mr. Desmarais made a motion to accept the minutes of 9/15. Chairman Fudala seconded the <br /> motion. All voted unanimously. <br /> AGENDA ITEMS <br /> Status of SMaST MEP (Massachusetts Estuary Project) Model Runs-Popponesset Bay Scenario <br /> Presentation by Ed Eichner <br /> Mr. Eichner, Senior Water Scientist at the Coastal Water Systems Program at University of <br /> Massachusetts in Dartmouth,presented the Commission and the public with the results of the <br /> Popponesset Bay scenario study using a PowerPoint presentation, a copy of which is attached for the <br /> record. Mr. Eichner stated that a memo had been forwarded to the Sewer Commission, also attached, <br /> regarding the review of the waste water scenarios for Popponesset Bay. The Chair announced that a <br /> presentation regarding the results of the Waquoit Bay scenario will be conducted by Brian Howes at <br /> the next Sewer Commission meeting on December 15,'. <br /> Tasks <br /> Three tasks were undertaken in relation to the Popponesset Bay scenario to include the preparation of a <br /> unified database of revised land use information, use of the unified database to prepare nitrogen loads <br /> for each of the watershed wastewater scenarios and use of the information to link with the water <br /> quality model, comparing it to TMDLs for Popponesset Bay. <br /> I <br /> I <br /> MEP Watershed N Loading Module <br /> A nitrogen loading module of the watershed was created based on existing conditions to balance out <br /> the existing water quality analysis completed in the bay. While preparing to initiate the scenarios, <br /> updated information was submitted that modified the information in the watershed and became an add- <br /> on because the model is calibrated and validated. Calibration and validation allows the group to test <br /> other factors or different nitrogen loads in the watershed and accurately reflects what is happening in <br /> Popponesset Bay. The original watershed nitrogen loading model will be given to the town at the same <br /> time as the technical report presentation in order to evaluate different kinds of scenarios. <br /> MEP Scenarios-Pre-assessment Backaround <br /> Mr. Eichner described the history of technical reports and the development of the various scenarios <br /> that led up to the results of the Popponesset Bay scenario. <br />
