Mr. Barber responded that no, such structures would have to come <br /> under C-1. The new zone would be strictly residential. <br /> Mr. Barber said he was looking for comments on boundaries. There was general, in- <br /> formal discussion. Mr. Barber said that timing is important. He pointed out that <br /> "phased zoning" is what some towns have elected to do. Chm. Terry felt that might <br /> be a good idea - he feels the committee should move conservatively until they really <br /> know what is desirable. It might help to just increase the lot size,-requirements <br /> for multi-family structures. Brian Barber said you could reduce the lot size re- <br /> quirements for multi-family if they are restricted to one area. Chm. Terry asked <br /> if this would place some control on subsidized housing? Someone suggested that <br /> this is where the Housing Authority enters the picture. Chm. Terry asked if the <br /> Housing Authority would get involved in the building stage - or after a development <br /> is completed is it then turned over to the Housing Authority tomanage? Mr. Barber <br /> said that in some towns, the Housing Authority actually acts as the landowner - in <br /> cases where the town owns the development or structure. Or, a developer may put <br /> up the buildings, then transfer ownership or management to the Housing Authority. <br /> He said that developers like to avoid being involved in the management of the property.. <br /> Chm. Terry asked if it would be possible to have subsidized .housing and luxury condos <br /> springing up side by side? Mr. Barber said that would not be likely - as the luxury <br /> units would not sell under those conditions. Chm. Terry asked.,if hotels and motels <br /> would fall in the new zone. Mr. Barber responded that no, they would stay in C-1. <br /> Chm. Terry asked with the new zoning, would the town be encouraging apartment building? <br /> And is this what the town wants? Mr. Barber said that apartments provide a place for <br /> young people to live in town that they can afford. They also provide a staging area <br /> where people can live until they decide if they want to become permanent residents. <br /> Also, it provides a place for elderly who don't want to stay in their former, often <br /> too-large homes. <br /> Chm. Terry asked if the town should be encouraging temporary residents? Mr. Barber <br /> said this is comething the committee should look at - some towns don't want to en- <br /> courage this kind of residency. <br /> Mr.-.,-Jonas --pointed..out the undesirability of what happened in Hyannis, with all the <br /> condos and apartments that have sprung up around the center. Sela .Garland said <br /> that this had happened due to a loophole in their zoning laws - and the developers <br /> took advantage of it. I <br /> Mr. Barber said that until interest rates come down, there is going to be increased <br /> demand for apartments to rent. He said Mashpee might want to consider garden apart- <br /> ments, with a 2 floor heighth limit. He stressed that this is a policy decision <br /> that must be made when apartments are considered. If the town does want to go the <br /> route of apartment development, then placing them near the commercial zone is the <br /> sensible location* <br /> Mr. Jonas asked if the town could put a stop to subsidized housing? Mr. Barber said <br /> that is not advisable - the state awards points based on fair housing when it comes <br /> to funding other areas. <br /> Sel. Thomas said many residents feel the town should have some elderly housing. Sel. <br /> Garland said he thought it had previously been decided that elderly housing should go <br /> near the shopping _center, with walkways leading into the center. Chm. Terry asked <br /> if a zone could be Bet aside just for elderly? Mr. Barber responded that would be <br /> considered discriminatory - they should just go into the apartment zone. Mr. Collins <br /> mentioned the retirement village that is being planned. Mr. Barber said these are <br /> now popular - with some units being rented, others owned. <br />
