Growth Review Committee minutes Page 5 October 19, 1982 Sel. Garland suggested opening it up. Nonie Anderson commented that it should not just be for Boards. Sel. Garland stated that it could be explored on a limited basis re- ferring to the industrial piece being changed to a industrial-commer- cial area and then they could take suggestions into consideration. Michelle Stone said that she felt that the Board should be receptive to all ideas. Chm. Terry said that he would apprise Brian Barber and ask him for a presentation of thoughts of expansion of a commercial-industrial area in order to get his ideas. Chm. Terry also asked about discriminating within the commercial- industrial area as to larger and smaller size buildings? Sel. Garland mentioned about establishing another zone and then dis- criminating within that zone. He asked if it would be possible for the Planning Board to determine whether or not that piece of land would be appropriate. Chm. Terry said that he thought the Planning Board could where there would be a special district. He suggested trying to get one developer to buy it and do a restricted covenant. Sel. Garland said that it would be a reasonable approach in his opinion. Michelle Stone said that she didn't know why you couldn't do it that way. Sel. Thomas asked if it would be preventing free enterprise? Michelle Stone pointed out that Brian Barber said you could not dis- criminate in a regular commercial zone. Sel. Garland mentioned the fact that a historical zone controls every- thing stating that he felt the exterior is half the battle. Chm. Terry asked if we wanted to get into that referring to the histori- cal zone? Richardson Jonas stated that he didn't want to get into that. Chm. Terry said that you could structure one section and make it dif- ferent through zoning (referring to the industrial-commercial zone) . He further commented that you could work with one owner and see if it would work. He said that he would ask Brian Barber to prepare some- thing to show to the public and suggested that the Board think it through well as the public will ask questions. Michelle Stone referred to task #3 -- Determine Committee Objectives. She commented that you can't decide what you are selling to town people and that you should find out from the people.
