Growth Review Committee minutes Page 5 <br /> October 19, 1982 <br /> Sel. Garland suggested opening it up. <br /> Nonie Anderson commented that it should not just be for Boards. <br /> Sel. Garland stated that it could be explored on a limited basis re- <br /> ferring to the industrial piece being changed to a industrial-commer- <br /> cial area and then they could take suggestions into consideration. <br /> Michelle Stone said that she felt that the Board should be receptive <br /> to all ideas. <br /> Chm. Terry said that he would apprise Brian Barber and ask him for a <br /> presentation of thoughts of expansion of a commercial-industrial area <br /> in order to get his ideas. <br /> Chm. Terry also asked about discriminating within the commercial- <br /> industrial area as to larger and smaller size buildings? <br /> Sel. Garland mentioned about establishing another zone and then dis- <br /> criminating within that zone. He asked if it would be possible for <br /> the Planning Board to determine whether or not that piece of land <br /> would be appropriate. <br /> Chm. Terry said that he thought the Planning Board could where there <br /> would be a special district. He suggested trying to get one developer <br /> to buy it and do a restricted covenant. <br /> Sel. Garland said that it would be a reasonable approach in his opinion. <br /> Michelle Stone said that she didn't know why you couldn't do it that <br /> way. <br /> Sel. Thomas asked if it would be preventing free enterprise? <br /> Michelle Stone pointed out that Brian Barber said you could not dis- <br /> criminate in a regular commercial zone. <br /> Sel. Garland mentioned the fact that a historical zone controls every- <br /> thing stating that he felt the exterior is half the battle. <br /> Chm. Terry asked if we wanted to get into that referring to the histori- <br /> cal zone? <br /> Richardson Jonas stated that he didn't want to get into that. <br /> Chm. Terry said that you could structure one section and make it dif- <br /> ferent through zoning (referring to the industrial-commercial zone) . <br /> He further commented that you could work with one owner and see if it <br /> would work. He said that he would ask Brian Barber to prepare some- <br /> thing to show to the public and suggested that the Board think it <br /> through well as the public will ask questions. <br /> Michelle Stone referred to task #3 -- Determine Committee Objectives. <br /> She commented that you can't decide what you are selling to town people <br /> and that you should find out from the people. <br />
