MINUTES <br /> =7= <br /> GROWTH STUDY COMMITTEE <br /> November 29 1982 <br /> Present: Chairman Richard Terry, Harold Collins, Earle Marsters, Michelle Stone, <br /> Engineer, Charles Rowley. Sel. Chester Garland arrived late after attend- <br /> ing another Meeting�.;',.1, ,. <br /> Absent: Set. Jean Thomas (attending another meeting) , Richardson Jonas, Michael Makunas, <br /> Pauline DeLory, Lenore Anderson, Constance Courtemanche. <br /> Guests: Owners of property surrounding Rotary (proposed Village Center) , and <br /> other Mashpee residents, as per attached list. <br /> Chm. Terry called the meeting to order in the Planning Board Room of Town Hall, at <br /> 7:50 p.m. , and explained to the guests why they had been invited to attend this meeting. <br /> He further explained the intent of the proposed Development Plan for a Village Center <br /> for the Town of Mashpee. He continued that Brian Barber would present the alternatives, <br /> and then ask for feedback from those in attendance. He stated that this is just an <br /> attempt to integrate everyone's plans for this area, and to avoid strip development. <br /> Brian Barber began his presentation by reminding those present that Interchange had been <br /> charged to come up with a plan to deal with commercial growth. This committee has been <br /> working for 1Y2 years on this assignment, and last year's efforts culminated in the zon- <br /> ing amendments that were presented at Town Meeting for changes in P.U.D.s. The next <br /> step is to address commercial development, which may also require some zoning amendments. <br /> Mr. Barber explained that the committee had first been presented with population and <br /> other growth projections up to the year 'r,*2 <br /> .,000. During this period, Mashpee is subject <br /> to substantial growth potential, projected to reach nearly 12,000 year round residents, <br /> and over 20,000 summer residents. This will obviously change the nature of the whole <br /> town, and growth pressures will be felt. <br /> Brian Barber pointed out that he had first examined the constraints. He then pointed <br /> out on the 'map the obvious choice for the development of a commercial center in the <br /> town. This includes the area between the Mashpee and Quashnet Rivers. He also pointed <br /> out the property lines, the wetlands, the protected river areas, and the present zon- <br /> ing in the area under consideration. He also indicated the town-owned land, roads and <br /> existing buildings. He then passed out sketches of four possible concepts for develop- <br /> ment in that area (copies of what the committee had received at the prior meeting). He <br /> then gave a brief explanation of each of the four concepts: <br /> #1 This would preserve the present mode of development; but it is <br /> unrealistic to expect this to happen; the town would have to <br /> acquire more land; <br /> #2 This is probably what will happen if nothing is done, there <br /> will actually be strip zones along Routes 151 and 28. With- <br /> out proper planning, this can easily happen# with numerous curb- <br /> cuts, parking in front of the stores, etc. <br /> #3 Suburban Center - this is a little like strip development, but <br /> more consolidated - even this would take some planning. <br /> #4 Creates a town center - a Village Center. This just shows a <br /> preliminary design, ,with a new ring road, and a bicycle/pedes- <br /> trian path. It is pedestrian-oriented. <br />
