Barber said this would be controlled <br /> through a review process, and this condition would be put in the zoning article. The <br /> word "purpose" can go in any zoning article, he said. Mr. Marsters said this puts the <br /> burden on the Planning Board, he would rather see a zoning change. Sel. Garland asked <br /> if it could be done by prior agreement? Mr. Marsters said he still thinks it should be <br /> handled as seperate zones. Mr. Barber said this is where it will be necessary to work <br /> with the landowners. Chm. Terry said it will be essential to get across to them that <br /> we are not trying to take anything away from anyone. Mr. Marsters reported that Archi- <br /> tect Ferragame had come before the Planning Board at one time, representing the builders, <br /> and asked to have the density increased. Chm. Terry said in the final analysis, a <br /> builder will put up what they think will sell. <br /> Mr. Marsters asked if there could be one area designated for professional buildings? <br /> Mr. Barber said that was very possible. <br /> Mr. Marsters said he would like to see the plan changed so that it would not be boxed <br /> in to the southwest - leave that area open for more commercial expansion. And put the <br /> office zone in one area. <br /> Sel. Garland asked how the committee is going to sell this plan? Mr. Barber responded <br /> that you have to revamp the zoning first. Then work with the landowners in groups - <br /> as they will have to work together. Give the concept publicity. Hopefully get a <br /> community group to promote it. Ohm. Terry said he hopes it will sell itself. Mr. <br /> Barber said it will sell to the public, no doubt. But the big thing is to convince <br /> the landowners. Once they agree to go forward, others will fall in. He said again <br /> that it will be at least ten years, based on all previous projections, before all the <br /> buildings shown in the plan will develop. <br /> Sel. Thomas asked if there might be revitalizations funds available to help? Mr. Barber <br /> responded that they would not apply here. <br /> Earle Marsters asked Mr. Barber to draft the zoning changes he feels will be necessary; <br /> Mr. Barber agreed. Then, the next step will be to schedule Public Hearings. Mr. Marst- <br /> ers feels the committee is not ready to call in the public yet. Mr. Barber agreed; he <br /> said the committee must decide which areas are most critical to be dealt with first. <br /> Michelle Stone asked if the committee is expected to have zoning changes ready to take <br /> to the Annual Town Meeting? Sel. Thomas said yes, but there would have to be a Public <br /> Hearing. She asked Morris Kirsner, a landowner, if he would like to make any comments? <br /> He declined, saying he would withhold his statement at this time. <br /> Mr. Barber pointed out that if the zoning change is going to increase the density in <br /> the core area, it should be decreased elsewhere. Ms. Stone asked when the engineering <br /> study should be done? Mr. Barber responded they cannot be done before the zoning changes <br /> are agreed upon. But they would have to be done before the development of the quadrants. <br /> Mr. Marsters said he feels strongly that some sort of water system should be proposed, <br /> and developers forced to put it in preliminary to development. Sel. Garland stated <br /> that C.C.P.E.D.C. has already expressed concern regarding the water and sewage systems <br /> in this area. Mr. Barber. said there is a question whether the problem is with the <br /> area, or the way the present systems were put in. <br /> Sel. Thomas asked if the committee is going to ask for more funding at the Annual Town <br /> Meeting, so that they can continue? All agreed this should be done. Mr. Marsters said <br /> he feels the committee shouldn't push to get everything done by the Annual Town Meeting; <br /> he feels a progress report should be presented. Chm.
