GROWTH STUDY COMMITTEE <br /> MINUTES <br /> J�n�uar m5 „w�l„9$3„ <br /> Present: Chairman Richard Terry, Selectmen Jean Thomas and Chester Garland, Earle <br /> Marsters, Robert DeLory, Mike Makunas, Michelle Stone <br /> Absent: Lenore Anderson, Pauline DeLory, Harold Collins, and Richardson Jonas <br /> Guests: George Benway and Morris Kirsner <br /> Chairman Terry convened the meeting at 7:10 p.m. , and called for acceptance of the <br /> Minutes of December 15, 1982. The vote to accept as written was unanimous. <br /> Chm. Terry then turned the meeting over to Brian Barber, who presented everyone present <br /> with a pamphlet entitled "Village Landing in Plymouth", which has a village shopping <br /> complex similar to the one he is proposing. He also passed out copies of the present <br /> Zoning By-Law of the Town of Mashpee, with his suggested changes added. He pointed <br /> out that his proposal doesn't change the boundaries of the commercial zone, but does <br /> insert a townhouse district (R-4) and adds a C-3 zone.. (commercial center) and Stott <br /> for an office district. All these require parking behind or beside the buildings, <br /> and a minimum size of 8 acre parcels to be developed as a unit. <br /> His proposed by-law amendments relax the 100 foot set-back to a 40 foot set-back -to <br /> apply to all buildings in the C-1 District. The amendments also stipulate SOCK} squre <br /> feet as the maximum building size, with a 35 foot heighth limit, in colonial or,Cape <br /> architectural style. <br /> Brian Barber then moved to the sketch on the wall, and pointed out that his latest <br /> proposal expands the commercial zone from 12 acres, as originally proposed, to 21 <br /> acres. He noted that the new drawing also changes the peripheral road, and includes <br /> a loop. These should help correct any anticipated traffic probleims. <br /> Sel. Thomas asked that by expanding the commercial area, aren't we creating a strip? <br /> Mr. Barber responded not really, because the plan requires 200 feet between road cuts, <br /> and still clusters the buildings. And this does not expand the commericial zone as <br /> it presently exists. Mr. Barber pointed out the proposed site for a future Town Hall, <br /> near the rotary. He said the townhouses can be developed in 5 acre parcels, rather <br /> than the present 20 acres.required for multi-family. <br /> Sel. Thomas asked if housing for the elderly could be included? She said it would be <br /> ideal to have what the New Seabury Corporation now has - with everything needed close <br /> by so that it is not necessary to leave the Center for anything. Mr. Barber responded <br /> that this plan gives them that, and yes, housing for the elderly could be included. Mr. <br /> Marsters pointed out that the elderly probably wouldn't want two-story townhouses, but <br /> would prefer one-floor apartments. Some of the townhouses could be changed to apart- <br /> ments. Mr. Barber reminded the committee that originally in their discussions they had <br /> decided against apartments; at that time garden apartments had been discussed. <br /> Sel. Thomas asked if there was anything magic about the site designated for offices? Mr <br /> Barber responded that there wasn't. The question was raised, what if a developer pre- <br /> ferred to put in townhouses, rather than reserve his site for a commercial establishment <br /> which might not be called for until a later date? Mr. Barber said a developer should <br /> be allowed to -do that. He pointed out that 100 acres had been zoned for C-1 in his <br /> original plan, -this one expands it to 115-120 acres. <br /> George Benway siad he thought it would be good to have the offices closer to the town- <br /> houses, so peop&e could visit their doctors, lawyers, etc. in one convenient location. <br /> Mr. Barber pointed out that some offices could go into the shopping -village - either on <br /> the first or second floors. <br /> Mr. Benway pointed out that New Seabury Corporation owns most of the area proposed for <br /> commercial, which allows them the most freedom. Mr. Barber pointed out that there are <br /> some economic advantages in being, in the shopping village area. <br />
