GROWTH STUDY COMMITTEE <br /> MINUTES <br /> 4RnuAL ,._,26 L 1983 <br /> Present: Chairman Richard Terry, Selectmen Jean Thomas and Chester A. Garland, Earle <br /> Marsters, Robert and Pauline DeLory, Leonore Anderson, Richardson Jonas and <br /> Michael Makunas. <br /> Absent: Harold Collins and Michelle Stone <br /> The audience was made up of land-owners in the area of the rotary, and interested <br /> guests. <br /> Chm. Terry called the meeting to order at 7:35, and passed out a package received from <br /> Brian Barber that day. Glancing at the package, Earle Marsters and Bob DeLory both <br /> questioned the creation of an R-5 zoneo which had'not previously been discussed by this <br /> body. Chm. Terry explained it was an attempt to balance out the zoning, and that #4 and <br /> #5 in the "Summary of Zoning Changes Proposed" should be considered together. <br /> For the benefit of those present, Chm. Terry explained the purpose of the meeting - and <br /> stressed that the present Commercial zone is not being changed. The main thrust of the <br /> Village Concept is to centralize commercial growth, he said, and to avoid strip develop- <br /> ment while utilizing the commercial area we now have. The proposal allows more lot <br /> coverage in C-1, and creates a Village Shopping District (C-3) from part of the present <br /> C-1 Commercial District, demandingless set-back. The commercial zone is being utilized <br /> in a more efficient manner, and the commercial zone can possibly be expanded in the <br /> future, if necessary. Mr. Terry summarized by saying the Committee is trying to arrive <br /> at a plan that makes sense and has the element of reasonableness, so that it can be <br /> added to as the Town of Mashpee grows. He called attention to the fact that there has <br /> been some increase in the corridors of the Quashnbt and Mashpee Rivers. Chm. Terry <br /> pointed out that zones R-4 and R-5 are being suggested in an attempt to get the project <br /> balanced off with envii,,nnmentally-oriented proposals.. <br /> Mr. Terry urged those present to look at the whole package, and recognize it as a plan <br /> for the future. He then opened the meeting for discussion. Mr. Marsters asked where <br /> were the former sketches that had been hung on the wall? Response: Mr. Barber has them. <br /> Several present felt it would be helpful if they were available for this meeting. <br /> George Benway rose to speak, and said he had been studying the proposal from his own <br /> standpoint as a broker, and also from that of potential buyers, sellers and investors. <br /> He observed that the C-1 zone, with the most options, and belonging to New Seabur-j Corpora- <br /> tion, is being left unchanged. Others holding land in the C-1 present zone, are being <br /> restricted. Mr. Benway said he has talked to a number of senior citizens, and asked what <br /> they would look for if they were given the advantage of such a center. He said most of <br /> them emphatically expressed the feeling that they would want to be ableto hit everything <br /> in one trip: the bank, post-office, grocery store, doctor's offices, etc. <br /> Mr. Benway feels that the options available under the proposed C-1 zone should apply to <br /> all of the Village Center. He suggested having a Review Board set up to make, determina- <br /> tions as to what should appropriately go where when applications are received. Mr. Benway <br /> stressed that he agrees with the total concept, but not the zoning breakdown. He pointed <br /> out the the plan would allow for no competition, for instance, for office space. There <br /> is no great demand for office space in town now - but there may be in the future# and <br /> with one land-owner holding most of the space in the office zone, there would be no <br /> possibility for completition. Competition, he said, is good for everyone - and in the <br /> final analysis, is in the best interests of Mashpee. <br /> Chm. Terry said he is not sure how the Review Board approach would appeal to developerst <br /> although they are used to going before the Board of Appeals. Mr. Benway said he knows <br /> developers would be willing to submit drawings and applications to such a Review Board. <br />
