<br />    	He noted a Significant cliange in  the  quadrants - all of the present CA  stays as C-1 ,
<br />    	but if one owner waT.Its  to pick up  cqj  J;jqe  1.)or)njs  design,  he can do  so.   But what if there
<br />    	are  five  owners of  land  in one quadrant,  and  , one wants to go with the Village Center.,
<br />    	Concept,  and  Lhe others dontt?   �Mr.  Barber  responded that  �thqy can go  their seperate
<br />    	ways,  but cooperation would  be desirable.    This is where an arch.iLectural review board
<br />    	would be helpful.   Mr.  Benway  said he wou].,d  very  itnich  lilie 'U.)  see  that  inplemented.   Mr.
<br />    	Benway pointed out  that  tbis center is to be pedestrian-oriented,  howeverl  he  feels  that
<br />    	our  society  is now car-oriented,  and there will  always  be a St of that because those
<br />    	living outside the  center will be driving to get therv.   Mr.  Barber pointed out that the
<br />    	parking  is designed  to accamod an.te  the demand.    They are not trying to prevent people frorn
<br />    	driving there.   her..  Benway  had.a  further question about the change  in  set-back require-
<br />    	ments,   Mr.  Barber responded  that the  set-back has been reduced from  100  to 40 feet,  with
<br />    	the provision that all parking be interior in the  center.   There will also  be new sign
<br />    	regulatians & permitting only  8,000  sq.  That ground coversge as the maximum per building.
<br />    	Mr,  Benway  said that under the  present  zoning,  it is only permited  to build.one primarly
<br />    	buildi'.ng,  per  lot,   If  someone owned 4  lots�,  and wanted  to build under the newly proposed
<br />    	zoning,  it would uske them illegal under the present zoning.   Mr.  Barber  responded that�,
<br />    	requiring  five acre mininwm parcels allows  fbr clustering,  and courtyard  designs.   Some-
<br />    	times in  these  situations ownerB Will engage  in joint ventures,  or one will buy  the other
<br />    	out.   In  the office zone,  40,000 sq,  foot miniumm is allowed.   Mr.  Kastarlak said the
<br />    	idea  .hen rather than  have one  large hpuuilding with  several purj�)oees, a group  of buildings
<br />    	is awre attractive.
<br />    	Morris Kirener said he W  expressed his vieuts at  Lhe  la,st meeting.   Afterwards,  a13  mow�-
<br />    	bees of this committee  had agreed that all owner-s should be treated  eqyally,   He sti3l is
<br />   	not  sure he understands - he feels his  land  is equaLLy as good Ar a botel/motel as the
<br />   	other parcel  so  designated,   But is be naw hearing  that if his fandly wants to put up a
<br />   	hotel, restaurant,  drive-in bank,  or Whatever,  it will  be allowed?   Mr,  Barber explained
<br />    	that he  was correct.   Mr.  Kirener persisted,  then the rights  that had previously  been
<br />    	taken away  from him have been restored?   Mr.  Barber said yes,  that haB been their goal
<br />   	all along .. to treat everyone equally.   Actually the bonuses  that are  being  offered
<br />    	should make their land more attractive and inaluable,  if anything - but no one is required
<br />    	to take advantage of them.   A one's property  is be       downgraded,  but some people's  land
<br />   	has been  upgraded by this design.   Mr.  Kirsner% has been upgkaded.    Mr.  Kirsner asked
<br />   	why one area,  is  labeled  "office zone"  if az°ky place  in the "Village  Center can have offices
<br />    	built therein?   Mr.  Kastar2ak responded  that  it is because of their  location.   He  said
<br />   	tbare are  no  two parcels anywhere an earth  that arp of exactly  equal  value  in all re-,
<br />    	spects.    In practical terms,  there are certain advantages  in any location,  i.e.  those
<br />   	nearest the center will have the 1)6st coymnercial, draaw.
<br />   	Mr.  Kastarlak continued that tlie ahUrn 0�]C  U11B design is  to maximize the value of the  land;
<br />   	it benefits the town  to  look at the cross-section.   What is best for  the community ac5 p,
<br />   	whole?   7he  town MUBt take the  lead  in, encou.i.,,aging cerUain types of developments,  "Witt),
<br />   	the in       	system.   Mr.  Kirener sald that the consultants are takirg as  view of 15 -
<br />   	20 years  down tbe  line -  it would  take 200 years,  he  said,  to make the area presently
<br />   	designated office   one,  coapetitive with  that in  the       	Center.   I-1e  asked 4,yain, Ix)
<br />   	be assured that  the area presently  deeignated  "office" will have every  right as that
<br />   	designated C-1  in the  zoning  amendments being prepared?   Mr.  Barber responded  "yes".
<br />   	Chm.  Terry  said that the amen(Imen-ts that were originally prepared were just as  draft.   Mr.
<br />   	Kirsner  Baid he wanted  assurances that bis  land would not be restricted  in any 'Unay by,  the
<br />   	new by-law amendments.    Mr.  WAWA  assured him,    He  said  that planning  is an evolu-
<br />   	tionary  praceSB,   AB  information and  thoughts are  fed to  them,  t�hey  make  revisions.   There
<br />   	is  1-,'1exibj,Jd-ty until  the by-laws are adopted,   Mr.  Kirsnar as 	to be sent a copy of the
<br />   	proposed by-laws as  soon ere they are prepared.   Chm.  Terry assured him they would be sent.
