MINUTES <br /> GROWTH STUDY COMMITTEE <br /> §_L3_ <br /> Present: Chairman Richard Terry, Jean Thomas, Robert DeLory, Pauline DeLory, Earle <br /> Marsters, Richardson Jonas, Mike Makunas, Selectman Chester Garland and <br /> Harold Collins. <br /> Absent: Leonore Anderson (ill), Michelle Stone (out of town) <br /> Guest: Brian Barber of Interchange (Consultant) <br /> Chm. Terry convened the meeting at 8:00; the delay was occasioned by the necessity to <br /> make copies of the final draft of the zoning by-law amendments being considered for <br /> presentation at the up-coming Special Town Meeting. <br /> Chairman Terry turned the meeting over to Brian Barber, who reviewed the two documents <br /> entitled "Selected Zoning By-Law Changes" and "Proposed Zoning District Changes; Descrip- <br /> tions of Lands". Mr. Barber noted that there had been some changes since the Public <br /> Hearing was held. He pointed out in some -instances this meant adding a word which <br /> changed altered a definition to some degree; in other places it simply meant clarifi- <br /> cation. He stressed that the Attorney General only allows one "Special Permit," grant- <br /> ing authority. He indicated that on the "Table of Use Regulations", the only changes <br /> were in a few places where SP was substituted for Y. He went over some of the changes, <br /> in case there were questions: <br /> Page 8, Article 9 - may build a dock up to 451 without permit <br /> (as Town By-laws now permit) ; <br /> Page 9 R-4, allows 25% macimum lot coverage being the only change; <br /> Page 10 change in Article 8.8 <br /> Section 9.384 is deleted; <br /> Page 11 Section 10.35 enlarges directory sign to 24 sq. feet; <br /> Page 12 adds Quashnet River <br /> Sub-section 2 - changes setback to 100 feet - this is <br /> a compromise that seemed acceptable all around; Mrs. <br /> Delory noted that when the Mashpee River Corridor was <br /> originally planned, it started out to be 300 feet. How- <br /> ever some politicing at the time (led by a member of the <br /> Planning Board) , had caused it to be reduced. Jean Thomas <br /> said she would prefer compromising at a 150 foot set-back. <br /> Mrs. DeLory suggested that if this proposal of 100 feet <br /> goes before Town Meeting, that provision may be amended <br /> on the floor. Jean Thomas wished to have it noted that <br /> there was not unanimous agreement on this clause as it <br /> is now going before Town Meeting. <br /> Brian Barber said he had done his best with this final document, and he feels it encom- <br /> passes all changes requested and input provided at the Public Hearing. The next step <br /> he said was to have this version published and placed in a new warrant for a Special <br /> Town Meeting. All agreed it was the responsibility of the Selectmen to prepare and <br /> have printed for distribution the warrants for the Special Town Meeting. <br />
