4 <br /> �" VIVVVI <br /> Minutes of Auc�tast l8,` 1982 <br /> The Growth Review Carmittee met at the Mashpee Town. Hall, Planning Board Room, with the <br /> following merrbers being present: Chairman Richard Terry, Vice-Chairman B. Jean Thoraces, <br /> Harold Collins, Sel. Chester Garland, Richardson Jonas, Charles Rowley, with Earl <br /> Mar- <br /> sters arriving late. Brian K. Barber of Interchange wa.s present. Absent: Mike Mukutms, <br /> Charles . - , Michell Stone and Cormie Courtemanche. <br /> Richard Terry called the meeting to order at 7:15, and called for acceptance of <br /> the Minutes of August 4,� 1982. Chas. Rowley called attention to the incorrect spelling <br /> of the name of Interchange I s representative at that meeting. The gentleman present was <br /> I-Villiam Kastarlak. Minutes accepted with t corvection. <br /> Chm. Terry recognized Brian Barber of Interchange, and gave a few words of explanation for <br /> his being present. He pointed t that Ma pee needs guidance in term s of need - not just <br /> in terms of zoning. That is the underlyixig reason for the involvement of Interchange. <br /> After everyone had received a copy of the Task Sheets relating to the scope of services <br /> for development planning in Mashpee, which had been sent to Chairman Terry on Aikgimt 11, <br /> 198 (see attached), Brian Barber began his review of the he called the "primary plan". <br /> Mr. Barber pointed out that it must be -understood that the capital budget would ulti- <br /> mately determine the implementation of the plan. He then undertook a discussion of the <br /> schedule proposed for the nine s, which would coE!t a total of $12,000. This would <br /> include proposed zoning changes to be braught before Town Meeting. These rl-,s concen- <br /> trate on the development of a center for the Town of P pee, t+Uch is now lacking. <br /> After Mr. Barber had reviewed the Task Sheets, the meeting was open for discussion. Mr. <br /> Collins, Building Inspector, pointed out that there are two lots in the present C-1 <br /> district which are non-confornung. <br /> Mr. Barber stated that in the village center p ng), it would be possible to make a <br /> valtation of uhat changes can be made. <br /> It would be advisable to reserves e in the Warrant of the next Annual Town Meeting for <br /> articles to be proposed by this committee as a result of the proposed study. <br /> Mr. Barber then showed slides of s of -graphics vhich could be considered by <br /> 's committee. <br /> Chairman Terry moved to adopt the proposed Scope of Services for Development Plan- <br /> ning in Ma pee as submitted by Interchange on August 11, 1982.
