2.23 Signs A sign shall mean and include any,permanent or tem- porary structure; device, .letter,-:ward, model, banner, pennant; insignia, trade flag or representation used r.f as or,which is in the nature of an advertisement, an- nouncement or direction or is designed .to attract the eye by intermittent or- rapid motions or:illumination.
