(b) All articles requiring more than a majority vote for <br /> favorable action, shall be placed in the warrant next follow- <br /> ing the articles referred from previous town meetings. <br /> (c) The main body of the house shall be reserved for <br /> registered voters; all others are to be seated in another <br /> section. <br /> (d) If any voter rises in his place and questions an oral j <br /> "yea and nay" vote, without further discussion a hand vote <br /> shall be taken. <br /> (e) The moderator may require lengthy or involved <br /> motions to be presented in writing. All motions affecting the <br /> zoning by-law must be presented in writing, and must be <br /> accompanied by a survey plan, if a zoned area is to be ere <br /> - <br /> ated or altered. <br /> (f) No vote involving the expenditure of any sum of <br /> money shall be reconsidered at the same meeting at which <br /> it is passed, unless public notice of the intention to move k: <br /> such reconsideration be given within thirty minutes of the <br /> passage of such vote. The Town Clerk shall note in writing <br /> the passage of such vote and also the time when the notice <br /> of reconsideration is given. <br /> Article II. ANNUAL TOWN REPORT <br /> Section 1. The Annual Town Report shall contain: <br /> (a) The reports of all Town Boards, Officers and com- <br /> mittees having the control of expenditure of the Town's <br /> money, including a list of all indebtedness against each <br /> department, which does not appear in its financial state- <br /> ment. s <br /> (b) A report of all-Town Meetings held during the year, <br /> including the articles of the warrant and the action of the . <br /> meeting thereon. <br /> (c) Reports or abstracts of reports of all special com- <br /> mittees presented at any meetings held during the year, to- <br /> gether with any action taken at said meetings, including <br /> committee appointments and resolutions passed. <br /> Article III. AMENDMENTS <br /> Section 1. These by-laws may be amended at any an- <br /> nual town meeting, provided that :an article or articles for <br /> that purpose be included in the town warrant. <br /> Article IV. QUORUM <br /> Section 1. Ten percent of the number of registered <br /> voters in the town, as certified by the Town Clerk, shall con- �> <br /> stitute a quorum at any annual meeting.
