Eaclf application for a special,permit hereunder shall be accompanied by a,plan of the cluster development pre- pared in accordance with the specifications of the Plan- 1 ning Board for preliminary subdivisions plans (whether or not all of the development constitutes a subdivision.) The Planning Board may, in appropriate cases, impose further restrictions upon the tract or parts thereof, as a "` condition of its approval. g.` 8. Approval of a cluster development is primarily an au- thorization for the use of lots which have less than the required minimum area and/or frontage. Approval by the Planning Board of such portions of the development as constitute a subdivision will be required as-set forth in the subdivision control law and in the rules and regu- lations governing the subdivision of land in the Town of Mashpee. 9.
