Kevin <br /> Klein from Stantec produced a MEMO on Feb. 7t" that was sent out for peer review. As they <br /> are also before the Conservation Commission, they met on Feb. 20t" to explain where they <br /> were with this Board and the mitigation options on the table. <br /> Ms. Kwesell asked for the address of the workforce housing unit being proposed to connect to <br /> the plant. This housing is located at 47 Popponesset Ave. <br /> Ms. Waygan had a question about the modification of the bedroom cap. Town Counsel noted <br /> there was an agreement to modify, and there was an agreement to cap the units at 285. <br /> Mr. Tobin clarified he would be willing to input a cap with wiggle room, to accommodate the <br /> units. <br /> Mr. Pesce stated there is a significant amount of excess capacity at the wastewater plant that <br /> is also self-policing. <br /> Mr. Tobin inquired about the plants production, which would be 58,000 gallons a day, and it is <br /> permitted for 113,000 gallons. If we are using the discharge permit as a cap, on units and <br /> bedrooms, that is reasonable and allows for wiggle room and extensions to units. <br /> Mr. McElhinney added a lot of these homes have bedrooms that aren't being used. If the <br /> Board requires a number, a maximum of 285 units and all bedrooms, they believe it to be <br /> 1010, with no more than an additional 25 bedrooms than what's on the ground today, before <br /> notifying this Board. Hald of the 285 units are attached condominiums, and very unlikely to <br /> change those 2-bedroom units with three story buildings. <br /> Ms. Waygan will take 1035, before requiring notice to this Board. <br /> GHD was already working with Wastewater. The Planning Board had them look into the larger <br /> mitigation picture to see if it coincides with the nitrogen and water quality goals, as well as net <br /> contribution into the watershed and net reduction for wetlands. GHD ran those numbers <br /> modeling them for the Town. <br /> Marc Drainville, GHD would like to note this was not looked at with regards to the Flow Neutral <br /> Bylaw. Calculation results differed, but ultimately found the 5-acre restoration would have a <br /> sufficient amount of nitrogen offset. The state requires testing. In order for the Town to accept <br /> this, it would have to show pre-nitrogen levels and post restoration levels. <br /> 2 <br />
