This requires a percentage of units to be affordable in a
new housing development.
For Affordable Housing Development and Action Steps, Workforce Housing needs to be
defined. Affordable Housing serves 80% of the Area Median Income or below. Mass Housing
Partnership has a Workforce Housing program with the state, their income eligibility falls
between 60%-120% AMI.
Ms. Faulkner would like a chart to be added to the HPP so people can visually see the
representations.
The Mashpee Commons Ch.40B, all rentals go towards that 10% goal.
Pages 72-74
The Affordable Housing Committee wanted to add "create a program to incentivize year-round
rental housing"verses seasonal Airbnb rentals.
Expand the towns' effort in using town-owned land for affordable housing production.
Reinitiate our partnership with Habitat for Humanity.
Develop a new relationship with groups such as Operation Tiny Homes. MA Building Code will
be updated to allow tiny homes. We will explore if there is a need here in Mashpee. We want
to find ways for local workers to live amongst us.
Zoning mechanisms need to be explored to increase options for housing choice. Affordable
and Workforce housing would be year-round deed restricted.
With town-owned land, you can give a developer the land, but `x' number of units have to be
set aside for affordable/workforce housing and remain deed restricted in perpetuity for the local
workforce.
Some towns have programs that can assist with the upkeep, but generally the upkeep is on the
homeowner. The resale value would increase with the addition of a bedroom, but not a pool or
a garage.
Mashpee's AMI has increased. The sale price of affordable homes is set to that area's median
income. The income eligibility is determined at moment or purchase. In ownership, if your
salary increases a few years in, the home is locked at a set rate.
2
