o Roll Call: 5 yay 0 nah Motion passed unanimously <br /> <br />OLD BUSINESS <br /> <br />NEW BUSINESS <br /> Review of Survey <br />o Survey was open from December 2024 to February 14, 2025 <br />o Approximately 860 people provided responses beyond demographics <br />o More part-time residents responded than full-time residents (important when <br />interpreting results) <br />o 40% of respondents were part of coastal neighborhood/homeowners associations <br />o Only 1% represented commercial fishers, commercial boaters and members of the <br />Wampanoag Tribe <br />o 75% of dock owners were aware of municipal regulations <br />o Decision to include educational component about dock regulations in harbor plan <br />recommendations <br />o Educational pamphlet on wetlands protection to be developed to improve public <br />awareness <br />Public Access Analysis <br />o Public vs. private access sites were reviewed from survey responses <br />o Decision to only include truly public access points in the plan <br />o Gooseberry Island: private, remove from list <br />o Popponesset: private, remove from list <br />o Private areas used by many people will not be included as public access points <br />o New Seabury’s only true public access is at Wading Place Road (though reached <br />by private roads) <br />o Hamblin Pond extension confirmed as town-owned public access <br />o Mitchell’s Landing status under investigation – may have pedestrian access rights <br />o Uncertain access sites will be marked with asterisks for further exploration <br />o Some sites not specifically named to avoid creating sensitive situations <br />Water Activities & Facilities <br />o Reviewed survey responses about expanding fishing, swimming at specific <br />locations <br />o Storage and boat launching opportunities were discussed <br />o Decision to keep recommendations focused on existing public access sites only <br />o Boat storage and launching preferences were analyzed <br />o Private marinas mentioned but acknowledged town plan can’t dictate their actions <br />o Need to balance human uses with environmental preservation was emphasized <br />o Popponesset Spit ownership was clarified – Mass Division of Fish and Wildlife, <br />not Marine Fisheries <br />Water Access & Amenities <br />o Launch service recommendations discussed but ultimately rejected as unnecessary <br />o Suggested amenities for boat ramps and beaches were reviewed: Toilets, Wash <br />Stations, Designated areas for food trucks and educational events at town beaches. <br />o Support for wash stations at boat ramps to prevent lack contamination <br />o Toilet facilities at boat ramps received strong support <br />2 <br /> <br /> <br />
