Background & History <br /> • Originally proposed in 2020/early 2024 as a warehouse & distribution center <br /> for E.K. Prescott—initially denied by the planning board <br /> • The project was appealed and resubmitted in November 2024 for a different <br /> use as private car collection storage <br /> • Planning board approved the revised single-individual car collection use <br /> • The project was currently under construction when the septic permit issue was <br /> discovered <br /> Septic System Variance Request <br /> • Site located approximately 712 ft from property, leaching field 750-800 ft <br /> from Mashpee Wakeby Pond <br /> • New 1,000 ft setback regulation triggered, requiring FA septic system <br /> • Requesting variance to maintain conventional septic tank instead of upgrading <br /> to I/A system <br /> • Low flow usage would starve the I/A system and prevent proper functioning <br /> • Property located on the southern side of the pond, over 1,000 ft from the <br /> Mashpee River and other surface waters <br /> Environmental & Technical Considerations <br /> • Property within Sagamore Lens Groundwater with north-to-south flow pattern <br /> • Located in zone 2 with groundwater flowing south away from the pond <br /> • Overall nitrogen loading calculated at less than 2.5 parts per million for the <br /> entire parcel <br /> • Natural vegetation is maintained on the property to support environmental <br /> integrity <br /> • The groundwater influence zone of the zone 2 well is located downstream <br /> from the property <br /> Conditional Approval Terms <br /> • Variance conditioned specifically on current private car collection use only <br /> • Any change of tenant or use would require I/A system installation <br /> • Future commercial warehouse, distribution, or other uses would trigger <br /> upgrade requirement <br /> • Property owners responsible for FA system if use changes to higher-flow <br /> applications <br /> • Change of use would require review through planning board process <br /> • Mr. Livingston made a motion to approve the variance request, which Mr. <br /> Virgilio seconded the motion <br /> • Motion passed 2 yay— 0 nay <br /> Documents provided: Public hearing/variance request form <br /> 5.
