■ Need for long-term planning (15-20 years) to address effluent
management and hydrological impacts.
o Environmental Impacts and Innovative Solutions
■ Discussion on ecological changes linked to nitrogen, such as jellyfish and
seaweed proliferation.
■ Mention of pilot projects using hemp for PFAS remediation and new
septic technologies to reduce nitrogen in effluent.
■ Recognition that development pressures and infrastructure (e.g., new
bridges) may exacerbate carrying capacity issues.
o Stormwater, Drainage, and Hydrological Manipulation
■ Challenges with drainage maintenance and the impact of hardscape on
flooding and hydrology.
■ Consideration of using effluent to augment river headwaters for increased
flow and flushing, pending regulatory approval and hydrological
modeling.
■ Ongoing issues with permitting, environmental restrictions (e.g., white
cedar swamps, vernal pools), and the need for strategic planning.
o Intergovernmental Collaboration and Project Updates
■ The Mashpee Wakeby project is delayed to possibly October due to police
department scheduling.
■ Town of Sandwich re-engaging in collaborative projects and cost-sharing
for alum treatment
■ Emphasis on direct communication between engineers for efficiency and
accuracy.
o Action Items
■ Investigate and clarify what nitrogen discharge and monitoring reports the
previous EOC committee received, and determine if additional materials
should be collected or reviewed for current oversight
■ Coordinate with GHD's permitting specialist to explore the feasibility and
permitting requirements for discharging effluent at the headwaters of local
rivers to increase hydraulic flow and flushing
ADJOURNMENT
6:10 Mr. Colombo motioned to adjourn the meeting.
