The <br />matter concerns the Mashpee Fire Department and the Harbormaster’s vessel. <br />The Harbormaster Robert Tamino, who was present at the meeting, currently operates a <br />boat that is better suited to serve as a fire boat, though it lacks a fire pump. Fire Chief Joe <br />Peltier and the Deputy Fire Chief, both in attendance, recently identified a compatible <br />pump that could be installed for approximately $400. This cost-e?ective solution would <br />allow the Harbormaster’s vessel to be retrofitted for fire use, enabling the Fire Department <br />to take immediate possession of the vessel. However, this transfer requires the <br />Harbormaster to receive a replacement vessel in order to continue patrol and enforcement <br />duties. <br />Collins explained that the proposed replacement boat would cost approximately $19,850 <br />and o?ers the performance capabilities required for Mashpee’s waterways. Purchasing this <br />specific vessel—left over from a canceled EPA order—would result in additional savings, <br />including reduced interest costs and avoiding future price increases. Collins stressed that <br />this opportunity arose unexpectedly mid-fiscal year and falls below the threshold requiring <br />CIP approval, making it a practical and timely solution. <br />Fire Chief Peltier highlighted the operational benefits of the transfer, citing high-risk areas <br />such as Mashpee Neck Marina, which houses 158 slips. He described the firefighting tactic <br />known as “surround and drown,” and emphasized the importance of having a fire pump- <br />equipped boat to protect exposures during marine fire incidents. <br /> <br />
