Minutes of Meeting <br /> Plan Review Committee <br /> Tuesday, May 20, 2025 <br /> Mashpee Town Hall Waquoit Meeting Room <br /> • Roadway Access between Array #4 and Array #5, not around the back of <br /> Array #5: A hard-packed, well-maintained surface will be provided, with <br /> designated fire lane markings. <br /> Ms. Costello said there will be an agreement between NextGrid and the property <br /> owner that no parking will be allowed at the exits under the canopy locations, and <br /> that the 360-degree fire access is under that agreement. <br /> Mr. Morris would like markings drawn on the pillars/columns. Ms. Costello said <br /> they can add that request to the maintenance agreement plan, to have fire lane <br /> markings on the columns that there is no parking underneath the solar arrays, as <br /> well as markings on the ground per the fire department to the agreement with <br /> NextGrid and the property owner. <br /> There was a discussion between the applicants and the Committee regarding <br /> possibly removing columns of the array for fire apparatus access and safety. Ms. <br /> Costello said that it would reduce the amount of capacity output of the array. <br /> NextGrid said that it would reduce 130 kilowatts. <br /> Mr. Peltier said that a solution would be to change the swing path between arrays <br /> four and five. Ms. Costello said she could provide an updated turning analysis. Mr. <br /> Peltier asked how wide the roof top panels are. Ms. Costello said about 40 ft. 33 ft. <br /> wide, and there's no issues between three or four. Ms. Costello said that the electrical <br /> was shifted more to the north away from the septic system. <br /> Brian Tobin, Town Planner <br /> Mr. Tobin asked what the white etchings are between the two panels on the GIS. <br /> Ms. Costello said that those are existing storage containers that will be removed. <br /> NextGrid will clean up the lot to provide access for fire and their equipment. <br /> Mr. Tobin asked what the container located at the southern part of the lot that is <br /> perpendicular to the other lot. Ms. Costello said that it is temporary storage for the <br /> equipment, and the gravel that is proposed. <br /> Mr. Peltier asked how the fire and parking will be marked for the hard-packed gravel. <br /> Ms. Costello said there are several options available and can be added to the <br /> agreement between the property owner and NextGrid included in the O&M plan. The <br /> NextGrid applicant said that an O&M plan is mandatory, and two visits a year are <br /> required. NextGrid added four visits to make sure the fire lane is maintained. <br /> Mr. Morris said that a map could be posted depicting the fire lane, and that an <br /> inspection will be performed. <br /> 3 <br />
