,yrxrasr.a
Town of Mashpee Community Preservation Commission
" 16 Great Neck Road North
° Mashpee, MA 02649
The committee discussed the need to review the status of all CPA- and Land Bank-funded open space
parcels to confirm whether conservation restrictions had been recorded. It was suggested that this
review could be incorporated into the ongoing update of the town's Open Space and Recreation Plan, a
project partially funded by CPC. Since past plans typically included lists of parcels and their status, the
committee agreed to formally request that this be made deliverable in the current plan. The focus was
limited strictly to CPA- and Land Bank-funded parcels.
MOTION: To authorize Chair Russell to forward the request to the Town Manager and the Town
Planner,Brian Tobin, who is leading the Open Space Plan update.
Motion by: Mary Waygan Seconded by: Richard Klein
Discussion: Clarification regarding the request was not just for a list of parcels but for verification of
whether required conservation restrictions had actually been recorded and ensuring CPA-funded parcels
carried the proper protections, the committee clarified that their oversight extended only to parcels
acquired with Land Bank or CPA funds. When the Land Bank dissolved and Mashpee adopted CPA,the
Land Bank parcels rolled over into CPC's purview. After confirming this scope, the committee voted
unanimously to request that the ongoing Open Space and Recreation Plan update include a review of
whether all relevant CPA and Land Bank parcels have properly recorded conservation restrictions. The
Chair agreed to begin by raising the issue with the town manager and determining which staff were
handling the plan update
Vote: Motion passed by unanimous vote.
Schedule Annual Public Hearing and discuss associated communications plan
Planning the Annual Public Meeting
The Chair reminded members that September traditionally includes the CPC's annual public meeting,
where residents are invited to provide feedback on funding priorities. The group agreed to hold this
session during their next scheduled meeting on September 16, 2025 @ 6:30pm.
Though one member noted they would be away, others confirmed availability. Members discussed
whether the notice could be advertised in time and agreed that three weeks' notice was sufficient.
Outreach and Advertising for Annual Public Meeting
The committee turned its focus on preparations for the annual public hearing scheduled for September.
The Chair asked for volunteers to assist with outreach and advertising. In past years, a flyer had been
created, posted online, and distributed around town, and there was also a list of community partners and
committees to notify, though it needed updating.
Members discussed specific tasks, including sending a press release to the Mashpee Enterprise,
coordinating with the town's website and Facebook administrator (now handled by Christine
Willander), and submitting a PSA to Mashpee TV's Channel 8. Ms. Barbee offered to update the flyer
