She explained that even when the committee had a board <br /> secretary, much of the work went beyond secretarial duties. Tasks such as maintaining records, <br /> preparing state reports, monitoring invoices, and organizing project files required more sustained staff <br /> capacity. <br /> Chair Russell had been work-ing with HR to develop a job description and learned that because the <br /> position would be part-time, it did not require approval at town meeting. HR had already provided a <br /> draft, which she reviewed and suggested revisions to, mostly minor adjustments such as removing <br /> unrealistic requirements about daily office presence. She planned to follow up with HR to finalize the <br /> description soon. <br /> The position would be funded out of CPC's administrative budget, which sets aside $50,000 annually. <br /> At 15-19 hours per week, the cost would fit comfortably within that limit. Importantly, the job would <br /> be defined as grant-funded since CPC resources could theoretically change in the future. <br /> Mr. Klein and Mr. Hyde asked clarifying questions about hiring and management. It was explained that <br /> the position would be a town employee, hired through HR's standard process, similar to how the Town <br /> Planner was recently hired. CPC would fund the job,but HR and the Town Manager's office would <br /> oversee recruitment. The person would be dedicated exclusively to CPC, not shared as a secretary for <br /> other boards. Their work would include submitting minutes to the Town Clerk, warrant articles, <br /> accounting, project status reports, CP-3 state filings, and long-overdue efforts to organize both paper <br /> and digital records. Members agreed that such support was necessary given the backlog and the <br /> increasing complexity of CPC administration. <br />
