Town of Mashpee Sewer Commission <br /> t <br /> 16 Great Neck Road North <br /> Mashpee, MA 02649 <br /> Special Meeting Minutes of the Mashpee Sewer Commission <br /> Thursday, July 31, 2025; 2:00 PM <br /> Mashpee Town Hall - Waquoit Meeting Room <br /> 16 Great Neck Road North, Mashpee, MA 02649 <br /> *In-person and televised meeting* <br /> Present: Chair, Meredith Harris; Vice Chair, Alfred Towle; Commissioners Joseph Lyons, and Cody <br /> Erickson; Wastewater Superintendent,Jared Meader; and Ashley Fisher, Water Quality Coordinator <br /> Absent: Commissioners Mohan Nair and Catherine Castaneda <br /> Chair Meredith Harris called the meeting to order at 2:00 p.m. in open session. <br /> The Pledge of Allegiance was recited. <br /> Chair Harris requested a moment of silence. <br /> PUBLIC COMMENT <br /> • No public comment <br /> NEW BUSINESS <br /> • Presentation of Engineer's Recommendations for Award of six construction contracts associated <br /> with the Comprehensive Wastewater Nutrient Management Program Phase 2 to review and <br /> vote <br /> • Vote on Wastewater Superintendent's recommendations for engineering and OPM contracts <br /> associated with construction phase services for the Comprehensive Wastewater Nutrient <br /> Management Program Phase 2 <br /> Presentation by GHD Engineering <br /> Recommendations for Award of six construction contracts associated with the <br /> Comprehensive Wastewater Nutrient Management Program Phase 2 <br /> (PowerPoint presentation) <br /> Mark Drainville from GHD presented the engineer's recommendations. He explained that in early 2024, <br /> an estimate of$96.1 million had been developed for Phase 2. Following the bidding process conducted <br /> over the previous two months,the total came in at approximately$95.2 million,which includes a 5% <br /> contingency—bringing the project slightly under budget.This was considered very positive news, <br /> especially given the inflation-related challenges experienced during Phase 1 of the program.The <br /> contingency is in line with guidelines from the State Revolving Fund (SRF),which requires all <br /> components of the requested funding to be specifically justified. Mr. Drainville emphasized that the bid <br /> package had been structured accordingly to meet SRF requirements. <br /> Overview of Contracts and Bid Results <br /> Mr. Drainville explained that the six contracts are divided as follows: Contract 1 covers the Water <br /> Resource Recovery Facility(WRRF) upgrade; Contract 2 addresses pumping stations; and Contracts 3 <br /> through 6 focus on underground piping and linear infrastructure. <br />
