BOARD OF MANAGERS <br /> UPPER CAPE REGIONAL TRANSFER STATION <br /> August 25, 2025 <br /> 2:00 PM <br /> Waquoit Room <br /> Mashpee Town all <br /> 16 Great Neck Road North <br /> Members Present: Catherine Laurent, Mash pee <br /> Peter McConarty, Falmouth <br /> Paul Tilton, Sandwich <br /> Colonial Timothy Gordon, MA ANG/JBCC (non-voting) <br /> Others Present: Carl Cavossa, Cavossa Disposal Corp. <br /> Greg Crowley, Cavossa Disposal Corp. <br /> Jenn Bayuk, Barrows Waste Systems <br /> Bryan Barrows, Barrows Waste Systems <br /> Lee Koska, Weston & Sampson <br /> CALL TO ORDER <br /> The meeting was called to order at 2:00 pm. <br /> APPROVAL OF MINUTES <br /> A motion was made by Peter McConarty and seconded by Paul Tilton to approve the minutes <br /> from the July 14, 2025 meeting. Approved 3-0. <br /> NEW BUSINESS <br /> Weston &Sampson (WSE) Contract <br /> Board members reviewed the proposal from WSE to provide assistance with the procurement <br /> for a new UCRTS lease for$8,700. Lee Kos from WSE was present. He noted that the prior <br /> RFP issued would be used as a template and updated. Tilton asked if there were any new DEP <br /> regulations that have changed since the last procurement. Koska said no except for updates to <br /> the waste bans. McConarty asked whether an RFQ should be issued instead of an RFP. Koska <br /> responded an RFP is a qualification-based award and it does allow the fee to be negotiated so <br /> having a fee proposal to compare prospective contractors is beneficial. <br /> A motion was made by Paul Tilton and seconded by Peter McConarty to accept the proposal. <br /> Approved 3-0. Falmouth as Lead Town will be the signatory. The fee will be paid from the FY25 <br /> revenues. <br />
