Date: Tuesday, September 2,2025 Time: 6:30 PM Location: Waquoit Meeting Room,Town Hall, 16 Great <br /> Road North,Mashpee <br /> lug:a4tendwice: <br /> •Chair:Michael Sparkes <br /> •Members Present: Sharon Muller,Denise Geoffrion, Gerald Tutor <br /> The Meeting was called to order at 6:35 PM <br /> Pledge of Allegiance <br /> Moment of Silence <br /> An announcement was made that the meeting was being recorded. <br /> Agenda and Minutes <br /> •The Minutes from August 5,2025 were reviewed.A Motion was made by Mr.Tutor and seconded by <br /> Ms.Muller to approve the Minutes. <br /> •Vote:Unanimous approval from attending members of the previous meeting;Mr. Sparkes abstained <br /> as he had not attended. <br /> Appointments and Membership <br /> •Paula Peter's resignation was formally accepted.An Open At-Large Position is posted on the town <br /> website and local newspaper.The Committee is hopeful for new interest. <br /> •Vice Chair Appointment:A Motion was made by Chair Sparkes to nominate Mr.Tutor for the <br /> position.Ms.Muller seconded the Motion and Mr.Tutor was unanimously elected as vice chair. <br /> Old Business <br /> •There was a brief discussion about distributing training course resources on affordable housing <br /> modules,which have been found particularly helpful for members new to affordable housing.This <br /> involves approximately 4-5 hours total time commitment.Mr. Tutor will circulate links to modules and <br /> report on new content at the next meeting. A suggestion was made that Committee members undertake <br /> the course in preparation for informed future discussions. <br /> •Mapping Sewer Areas: Ongoing work to obtain/print a comprehensive map identifying"Phase One" <br /> and"Phase Two"sewered areas to correlate with possible affordable housing sites. <br /> •Potential Affordable Housing Projects: Several candidates have been discussed,to be explored in- <br /> depth at future meetings,including opportunities for cluster development and town-owned parcels. <br /> •AI/Emerging Technologies: Idea to use Al or advanced tools for identifying new opportunities is <br /> retained as a future discussion point. <br /> • Septic/Urine Diversion Technology:Update from Mr.Tutor on the Falmouth pilot program.At <br /> present,the program is not open to other communities,but monitoring continues for expansion/lessons <br /> learned. <br /> New Business <br /> • On Commons Project (Jobs Fishing Rd): 65 rental units are proposed, with <br /> 17 affordable (<80% AMI). Because it is a rental project, all 65 units will <br /> count towards Mashpee's SHI, not just the 17 affordable units. This will <br /> have a positive impact for the SHI percentage, but the majority of units <br /> will remain at market rate, limiting the direct benefit to those in need of <br /> affordable housing. <br /> •Mashpee Commons: A comprehensive permit was issued in 2007 for 382 units,with 25%affordable. <br /> The initial build-out has been slow; few of the units have actually been constructed/occupied(e.g., 52 <br /> have been built and credited to SHI,54 are currently under construction). Time limits may affect SHI. <br /> Units permitted long ago may not count towards Safe Harbor if significant time has lapsed between the <br />
