Town of Mashpee Conservation Commission <br /> 16 Great Neck Road North <br /> Mashpee, MA 02649 <br /> Responding to environmental concerns, Mr. Lafreniere explained that: <br /> • No trees would be removed as part of the project. <br /> • Trail widening is a separate town project and not part of NEMBA's proposal. <br /> He also addressed the financial implications of requiring an NOI. He explained that preparing an NOI would <br /> likely necessitate surveys, engineering plans, and environmental studies, which could cost upwards of$10,000 <br /> and cause multi-year delays. Such costs, he stressed, would render the project financially impossible for NEMBA, <br /> eliminating a unique community benefit that could otherwise be delivered at no taxpayer expense. <br /> In closing, Mr. Lafreniere urged the Commission to reconsider their initial reluctance and to allow the project to <br /> proceed under an RDA. He expressed NEMBA's continued willingness to collaborate with Town officials and the <br /> Commission in order to ensure compliance, protect natural resources, and provide residents with enhanced <br /> opportunities to enjoy Mashpee's conservation lands. <br /> Pre/Post-Hearing Agenda: <br /> Not Discussed <br /> Approval of Draft Minutes: <br /> Chair Cook requested a review of the June 26, 2025, meeting minutes and any changes or comments to <br /> them. <br /> Ms. Godfrey commented on the following: <br /> • There is a need for correction regarding when Ms. Zollo left the meeting to avoid confusion in the official <br /> record regarding the Motion for Adjournment, since Ms. Zollo was referenced as voting but she left the <br /> meeting early. <br /> • The NOI 157 Daniels Island Rd. (under the Commission Concerns /Discussions) did not include the specific <br /> conditions imposed on the approval of the stairs-to-the-beach project, particularly the requirements related to <br /> anchoring the stairs securely and incorporating erosion control measures. <br /> • Under the Project Modifications and Continuance, a date error under the section on project modifications. The <br /> minutes referred to July 4th, but the correct date of reference was July 24th. <br /> • Under the NOI for 389 Monomoscoy Rd., under Motion Conditions Yd bullet, she called for corrections in the <br /> citations to the regulations. The draft minutes incorrectly cited "Article 25, Section 7,"when the proper <br /> reference should have been"Regulation 25, Section C7." <br /> Mr. Colombo commented on the following: <br /> • Two (2) corrections were needed regarding the 3 Elliot Drive hearing. First, he noted that the minutes <br /> incorrectly referred to the flood zone as "AD", when it should have been "AE."
