Town of Mashpee Conservation Commission <br /> 16 Great Neck Road North <br /> Mashpee, MA 02649 <br /> Environmental Oversight Committee (EOC) <br /> (Paul Colombo) <br /> Mr. Colombo explained that the Environmental Oversight Committee (EOC) is an advisory committee reporting <br /> directly to the Select Board and has no regulatory authority. Since his tenure, the EOC has been developing <br /> strategic plans, determining representation to the Select Board, and managing a grant from the Community <br /> Preservation Committee to create a new Open Space and Recreation Plan. <br /> He noted that the plan is in its early stages, incorporating elements from the previous plan while exploring new <br /> ideas, guided by the Commonwealth of Massachusetts' open space planning workbook. Progress has been slow, <br /> partly due to quorum challenges, including one member whose voting status changed due to a Town Hall position <br /> adjustment. The Select Board has since corrected this and added an additional seat, bringing the EOC to nine <br /> members once fully staffed. <br /> Currently, the EOC is seeking a member with freshwater pond expertise. Mr. Colombo serves as the Conservation <br /> Commission liaison, conveying the Commission's input to the EOC and reporting back any relevant information. <br /> Meetings are held monthly at 5:00 p.m., which can overlap with Conservation Commission meetings, requiring <br /> extended attendance. <br /> Tribe/ConComm Subcommittee <br /> (Sarah Thornbrugh, Seana Pitt, Paul Colombo and Dan Kent) <br /> Not discussed at this meeting. <br /> "Chair Cook reported that he has been assisting the Town Planner, Brian Tobin, with a review of the "raise and <br /> replace"bylaw. The goal is to clarify the bylaw,provide Conservation Commission input, and address open <br /> questions about interpretation, particularly regarding what may be detrimental to neighborhoods. The effort is in <br /> the early stages and involves monthly meetings. <br /> Other participants include Brian Tobin, Karen Faulkner from the Planning Board, the Building Commissioner, <br /> and PBA representatives Glenn McCarthy and Bob Orsi. The group is currently gathering input and discussing <br /> potential improvements. <br /> Chair Cook invited Commission members to provide questions or comments to be raised at future meetings. <br /> Meetings are held once a month in Brian Tobin's office near the Conservation Office. Updates will be provided as <br /> needed, since the work is still largely fact-finding and informal. <br /> Discussion: <br /> • Regulation 25 LSCSF: Consensus for Commission Coordination <br /> (Regulation 25 is a local regulatory framework that typically addresses environmental and resource <br /> protection standards, especially in relation to wetlands, coastal areas, and associated infrastructure, like <br /> septic systems.) <br /> Paul Colombo discussed Regulation 25, noting that the new performance standard number five specifically <br /> addresses brand-new septic systems on undeveloped lots. He clarified that this standard does not apply to existing <br /> systems, including raise and replace or failed systems, because they already have a system in place. He <br /> highlighted that the wording of this standard is identical to that of the Town of Tisbury. <br /> Mr. Colombo emphasized the importance of considering sea level rise when evaluating new construction. He <br /> recommended that all Commission members review the Morris Data Viewer online training.
