NHESP was expected to issue a waiver supported by bird monitors, and staff <br /> emphasized limited early activity and on-site oversight. However, Mr. Colombo, Ms. Thornbrugh, and Ms. <br /> Godfrey opposed the request, citing binding legal conditions, insufficient review, and risks to endangered <br /> species, while Mr. Larsson was open to it and John questioned the need for urgency. The chair criticized <br /> the last-minute nature of the request, and a proposed compromise of monitor-based assessments was <br /> rejected as unreliable due to unpredictable migration.
