construction impervious area on the site and 50% of the average annual load of <br />Total Phosphorus (TP) related to the total post-construction impervious area on <br />the site calculated by EPA Region 1’s BMP Performance Extrapolation Tool <br />(2016) or other BMP performance evaluation tool provided by EPA Region 1 <br />where available and be sized to retain rainfall from their catchment area <br />equivalent or greater than 0.8 inch multiplied by the total post-construction <br />impervious surface on the redeveloped site. <br />vi. Stormwater management systems on redevelopment sites may utilize offsite <br />mitigation within the same United States Geological Survey (USGS) HUC12 <br />watershed as the redevelopment site to meet the equivalent retention or pollutant <br />removal requirements of the Massachusetts small MS4 General Permit (MS4GP) <br />part 2.3.6.a.ii.4(a). <br />vii. Roadway widening or improvements that increase the amount of impervious area <br />on the redevelopment site by greater than or equal to a single lane width shall <br />meet the requirements of MS4GP part 2.3.6.a.ii.4(a). <br />viii. Redevelopment activities that are exclusively limited to maintenance and <br />improvement of existing roadways, (including widening less than a single lane, <br />adding shoulders, correcting substandard intersections, improving existing <br />drainage systems, and repaving projects) shall improve existing conditions unless <br />infeasible and are exempt from MS4GP part 2.3.6.a.ii.4. <br />ix. For projects which employ bio retention or similar filtering best management <br />practices (e.g., rain gardens, tree filters, sand/organic filters, and dry water <br />quality swales) filter media and/or an internal water storage zone to optimize <br />nitrogen and phosphorous removal shall be incorporated into the design for <br />treatment prior to infiltration. <br />x. Design of new stormwater quantity control BMPs and other drainage system <br />components shall be designed in accordance with Resilient Massachusetts Action <br />Team (RMAT) Climate Resilience Design Standards and Guidelines, as <br />amended, to account for projected increases in precipitation intensity and <br />frequency over the duration of the useful life of the systems. <br /> <br />C. The Building Inspector shall require the submission of sufficient plans and specifications to <br />demonstrate the location and nature of proposed stormwater facilities for development under <br />subsection B (1) and shall require their implementation. For development and redevelopment <br />under subsection B (2), the permitting authority shall require the submission of sufficient plans <br />and specifications to demonstrate the location, nature, operation and effectiveness of the <br />proposed stormwater management facilities and practices and shall require their implementation <br />and maintenance, including provisions for deed restrictions and other implementing provisions, <br />as a condition of approval of the proposed development. <br /> <br />No permit may be approved for a development unless the permitting authority determines in <br />writing that the proposed system of stormwater management and artificial recharge will achieve <br />the purposes described in Subsection A. <br />History: Amended 5-3-1999, ATM, Article 45, approved by Attorney General 7-29-1999 <br />History: Amended 10-4-1999, ATM, Article 32, approved by Attorney General 1-11-2000 <br />History: Amended 10-19-2020, ATM, Article 14, approved by Attorney General 2-11-2021 <br /> <br />Or take any other action relating thereto. <br /> <br /> Submitted by the Planning Department <br /> <br /> <br /> <br />
