Town of Mashpee Conservation Commission <br /> 16 Great Neck Road North <br /> Mashpee, MA 02649 <br /> reestablish baseline beach contours, enhancing coastal resiliency against storm surges and wave energy. He <br /> confirmed that the applicant requested beach nourishment in perpetuity and explained that Natural Heritage's <br /> conditions for priority habitat, primarily focused on time-of-year restrictions for piping plovers and ongoing <br /> monitoring, are valid for five years. He advised the Commission that any nourishment activities beyond five <br /> years require re-notification to Natural Heritage. Mr. McManus also noted a standard boilerplate condition <br /> allowing the Commission to halt nourishment if it is observed to be causing harm to resource areas, though this <br /> is rarely necessary. <br /> Commission discussed the procedural question of whether to read each condition individually or incorporate <br /> them collectively by reference. Ultimately, it was agreed that reading each condition ensures clarity and <br /> transparency. <br /> MOTION: To close an issue with 132 Shore Drive West with the <br /> following conditions: <br /> 1. Prior to any nourishment activity, the accessway and mean high <br /> water must be state-identified in the field; <br /> 2. All conditions for NHESP (National Heritage Endangered Species <br /> Program) to be incorporated into the order of conditions including <br /> time of year restriction for piping plovers and allowance for <br /> ongoing plover monitoring during the migratory season; <br /> 3. Nourishment is requested in perpetuity, but NHESP conditions are <br /> valid for five (5)years; <br /> 4. Any nourishment proposed after five (5) years requires notice to <br /> NHESP for ongoing review; <br /> 5. Any correspondence must be provided to the commission; <br /> 6. Prior to any nourishment activity, submission of sand grain size <br /> compatibility analysis for beach nourishment sand; <br /> 7. Prior to any nourishment activity, submission of documentation for <br /> the supplier that sand is clean and washed; <br /> 8. Fuel spill kit must be kept on site during all beach nourishment <br /> activity; <br /> 9. No nourishment equipment or vehicles below mean high water at <br /> any time; <br /> 10. Seven (7) days advance notice to conservation for each beach <br /> nourishment activity; <br /> 11. Submission of load slips for each nourishment activity; and <br /> 12.
