Staff and commissioners noted that <br /> despite repeated assurances from the property owner that plans and a site plan would be submitted, <br /> progress has been slow. The property owner has been notified to submit a Notice of Intent(NOI) for <br /> the project, which includes replacing a home and requires compliance with prior violations, a full <br /> landscape plan, and restoration of affected salt marsh areas. <br /> Commission members raised the question of whether to begin daily fines to encourage timely <br /> submission of the NOI, given that the property owner has delayed action for an extended period. The <br /> backyard was previously cleared all the way down to the creek,removing live trees and vegetation, and <br /> compliance will require substantial restoration and landscaping work. Staff emphasized that the delays <br /> may be due to careful drafting of plans,but follow-up is necessary to ensure that restoration, flood- <br /> compliant construction, and violation compliance proceed without further delay.
